Lodging Tax Advisory Committee (LTAC)
Special Meeting Minutes November 2,2021 — 1:00 p.m.
Jefferson County Commissioners Chambers

Members: Chair Heidi Eisenhour, Diana Smeland, Shelly Leavens, Larry McKeehan, Joe Alfano
Staff: LTAC Clerk Adiel McKnight
Chair Heidi Eisenhour called the meeting to order at 1:00 p.m. Members Leavens, Smeland and
McKeehan participated in the meeting remotely. Member Alfano was not present. Members were
advised that he moved to California.
Approval of Special Meeting Minutes: Member Smeland moved to approve the Special Meeting
Minutes of August 3, 2021 as presented. Member Leavens seconded the motion. The motion carried.
Fund 125 Hotel/Motel Fund Revenue: Mark McCauley gave an overview of fund revenue and
fund balance.
Discussion and LTAC Recommendations and Action re: 2022 Lodging Tax Fund Allocations
o Annual Capital Contingency Allocation $10,000
o Costs for County Staff to Administer Fund 125 $4,142.00
Discussion of 2021 Funding Requests: 2022 Proposal Presentations. The following organizations
gave a presentation on their 2022 proposals: Centrum, Quilcene Brinnon Garden Club, Tourism
Coordinating Council, Quilcene Historical Museum, Jefferson County Historical Society-Olympic
Peninsula Gateway Visitor Center, Jefferson County Historical Society-Friends of Swansonville,
Port Ludlow Village Council-Trails Committee, Jefferson County Farmers Markets-Chimacum
Farmers Market, Quilcene Fair and Parade, Forks Chamber of Commerce, Emerald Towns Alliance
(ETA)-ShrimpFest, Jefferson County Chambers of Commerce, Jefferson County Historical Society,
The Production Alliance, and North Hood Canal Chamber of Commerce.
The group discussed support for the Jefferson County Historical Society-Friends of Swansonville
and Quilcene Brinnon Garden Club projects, but preferred seeking legal advice to see if those
projects were an appropriate use of funds. After discussion Member Smeland motioned to
recommend funding in the amount of$935,344.01, with that number possibly being less, due to the
outcome of the two legal questions previously stated. Member Leavens seconded the motion. The
motion Carried. Below is the list of projects that were recommended by LTAC:
