Regular Meeting — November 8, 2021, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Acting Chair/Commissioner Heidi Eisenhour called the meeting to
order in the presence of Commissioner Greg Brotherton during Chair Kate Dean's absence. Interim
County Administrator Mark McCauley stated that Veteran's Day is November 11, 2021. Acting Chair
Eisenhour stated her husband is being recognized as a local Veteran artist.
PUBLIC COMMENT PERIOD: The following is a summary of comments made
virtually by individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding COVID-19 vaccine mandates in various states, vaccines in children and
pregnant women, and an increase in mortalities for all causes worldwide.
• Comment regarding peer-reviewed studies previously dismissed by Public Health Officer
Dr. Allison Berry regarding COVID-19 vaccine side effects.
The Public Comment Period comments and responses was tabled until later in the meeting.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour
seconded the motion. The motion carried.
1. RESOLUTION NO. 65-21 re: To Authorize Public Infrastructure Fund Grant Awards in 2022
2. HEARING NOTICE re: Emergency Moratorium re: Ordinance No. 06-1011-21 (repealed and
replaced Ordinance No. 05-004-21); Legal Lots of Record and Plats; Virtual Hearing Scheduled
for Monday,November 22, 2021 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson
County Courthouse, 1820 Jefferson Street, Port Townsend, WA. (VIRTUAL)
3. HEARING NOTICE re: 2021 Redistricting, Review of Three (3) Options; Virtual Hearing
Scheduled for Monday, December 6, 2021 at 11:30 a.m. in the Commissioners' Chambers at the
Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA. (VIRTUAL)
4. AGREEMENT re: Provide Training and Consulting Services; In the Amount of$10,000;
Jefferson County Public Health; Washington Initiative for Supported Employees (WISE)
5. AGREEMENT re: Limited Public Defense Grant Funds for Blake Representation; In the
Amount of$19,321; Jefferson County Superior Court; Washington State Office of Public
Defense
6. AGREEMENT re: Finance Economic Development Personnel through Public Infrastructure
Funds; In the Amount of$50,000 for 2022 and $25,750 for 2023; Jefferson County

7. AGREEMENT re: Jefferson County Transfer Station Pit Scale Replacement; In an Amount not
to exceed $21,904; Jefferson County Public Works; Sargent Engineering, Inc.
8. AWARD OF CONTRACT re: State Route (SR) 116 and Cedar Avenue Pedestrian-Bike
Improvements, County Project No. 1802057, County Road No. 637109, WSDOT Project No.
HLP-SR-19(006); In the Amount of$573,723.61; Jefferson County Public Works; InterWest
Construction, Inc.
9. REQUEST TO CONVENE re: To Hear Property Tax Appeals for the Year 2021; Jefferson
County Board of Equalization
10. MINUTES re: Regular Meeting Minutes of October 25, 2021, Special Meeting Minutes of
October 26, 2021 (Joint Meeting re: Redistricting), Regular Meeting Minutes of November 1,
2021 and Special Meeting Minutes of November 1, 2021 (WSAC Virtual Assembly)
11. Payment of Jefferson County Payroll Warrants November 5, 2021 Totaling $934,941.01 and
A/P Warrants Done by Payroll Dated November 5, 2021 Totaling $834,535.80 (Records of all
claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in
the Jefferson County Auditor's Office)
PUBLIC COMMENT PERIOD - Continued: The following is a summary of
comments made virtually by individuals in attendance at the meeting and reflect their personal opinions:
• Comment complimenting a very well-run COVID-19 booster shot program by the Emergency
Management Team.
The Commissioners addressed comments and concerns raised during the Public Comment Period as well
as addressed written comments received.
COMMISSIONERS' BRIEFING SESSION: The Commissioners and Interim County
Administrator Mark McCauley discussed recent meetings they attended, miscellaneous topics and
reviewed upcoming meetings. Civil Deputy Prosecuting Attorney Barbara Ehrlichman commented on
the Hearing Notice on the Consent Agenda recently approved by the Commissioners. She clarified that
the hearing on November 22, 2021 will be on two ordinances: Ordinance No. 05-1004-21 and
06-1011-21. She added that no changes need to be made.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie
Bence provided a situation report.
ADDITIONAL BUSINESS: Appointment of Port Ludlow Drainage District(PLDD)
Position No. 2: The Commissioners discussed the potential appointment of Dean Cole to the PLDD.
With the assistance of Treasurer Stacie Prada and Assessor Jeff Chapman, the Board established that
Mr. Cole's address was indeed in the appropriate district to serve in Position No. 2. Commissioner
Brotherton moved to appoint Dean Cole to the vacant PLDD Position No. 2. Acting Chair Eisenhour
seconded the motion. The motion carried.
The meeting was recessed at 11:08 a.m. and reconvened at 1:30 p.m. with Acting Chair
Eisenhour and Commissioner Brotherton present. Commissioner/Chair Kate Dean joined the meeting to
participate in the hazard pay discussion.

DISCUSSION re: Hazard Pay for County Employees: Chair Kate Dean and Chief
Civil Deputy Prosecuting Attorney Philip Hunsucker joined the meeting to participate in discussion
regarding County employee hazard pay. The Board discussed edits to the draft resolution. After
discussion, Commissioner/Chair Dean moved to approve RESOLUTION NO. 66-21 as presented here.
Commissioner Brotherton seconded the motion, which carried by a unanimous vote.
NOTICE OF ADJOURNMENT: Acting Chair Eisenhour adjourned the meeting at
