Subject: Proclamation of Parks and Recreation Volunteer Appreciation
Statement of Issue: Due to COVID-19 the Parks and Recreation Advisory Board is
unable to host its annual volunteer appreciation event. In lieu of in-person
recognition, the Advisory Board made a plan that includes a proclamation by the BoCC
among other things. The proclamation has been prepared and is ready for approval.
Members of the Parks and Recreation Advisory Board and some volunteers will attend
the meeting. This will provide the BoCC a chance to ask questions and say a few
words if they so choose.
Analysis/Strategic Goals/Pro's Et Con's: In 2019 Parks and Recreation volunteers
donated 4903 hours, the equivalent of 2.72 FTE, valued at $139,931.62. These
volunteers serve in several programs: general parks maintenance; caretakers and
camp-hosts; recreation program coaches; promoting specific projects like JUMP!; and
adopting entire parks such as Irondale Beach Park. Volunteerism improves health,
increases community, and benefits the natural environment.
Fiscal Impact/Cost Benefit Analysis: The proclamation will increase volunteer
retention and motivation. The costs are minimal.
Recommendation: Approve the proclamation and briefly engage with the Parks and
Recreation Advisory Board and volunteers during the meeting.

PROCLAMATION
A proclamation officially recognizing the hard-working volunteers of Jefferson County Parks and Recreation, in order to
promote service, to value and commemorate the many selfless contributions made in care of the county parks, and in
support of youth recreation program participants.
WHEREAS, Jefferson County, Washington operates 22 parks on 1100 acres, and provides recreational sports leagues, the
Port Townsend Recreation Center, summer camps, and specialized classes and events,
WHEREAS, Parks and Recreation would not function without volunteer service; and
WHEREAS, volunteer services include coaching youth sports, Rec-Center programming, youth summer camps, park
maintenance, construction of park amenities, live -on -site park caretakers, trail construction and maintenance, landscape
gardening, habitat restoration, advisory board membership; and
WHEREAS, the County recognizes that volunteerism builds community, promotes the economy, improves mental and
physical health, and benefits the natural environment; and
WHEREAS, in 2019, Parks and Recreation volunteers donated 4903 hours, the equivalent of 2.72 full time employees;
and
WHEREAS, www.independentsector.org estimated that one hour of volunteerism is valued at $28.54; and
WHEREAS, the total value of Parks and Recreation volunteer hours donated in 2019 is $139,931.62; and
WHEREAS, Parks and Recreation volunteerism is especially important to community resilience during the COVID-19
pandemic; and
WHEREAS, Jefferson County appreciates and acknowledges the public service provided by Parks and Recreation
volunteers;
NOW THEREFORE, BE IT PROCLAIMED that the Jefferson County Board of County Commissioners does hereby
recognize the volunteers of Jefferson County Parks and Recreation for their devotion, dedication, and service; and desires
a permanent record of their accomplishments.
