DCD cannot move forward with the building permit until this Certification Worksheet has been submitted (digitally or paper). I am copying my response to Mr. Pederson from a pervious email: “The next step in the Geotechnical Report process is to submit a Notice to Title to Jefferson County DCD. A Notice to Title must be signed, notarized, and recorded at the Jefferson County Auditor’s Office prior to permit issuance for development in a geologically hazardous area requiring a geotechnical report. Please see the attached PDF for the Notice to Title document. Prior to recording, the Notice to Title must also be signed by the DCD UDC Administrator. If the applicant has any questions regarding the recording procedure, please contact the assigned planner (Ms. Hunt). According to the Jefferson County GIS Maps, there is a Fish Bearing Stream located on the property. A 2020 Parcel Tag determined the stream to be absent. No further action required. 2. The maximum wetland buffer width for single family residential development is 225 ft. The proposed manufactured home therefore meets the maximum buffer requirement (JCC 18.22.730). Included with this soil in mapping are small areas having poor drainage. This soil is moderately well drained. Permeability is moderately slow. A seasonal water table is at a depth of 2 to 4 feet. Most of the acreage of this soil is used for crops". A Geotechnical Report prepared by Envirotech Engineering on October 12th, 2021 was submitted in conjunction with this application. According to the professional geologist, "it is Envirotech’s opinion that the proposed development is not subjected to or cause adverse impacts to a landslide hazard area or its associated buffer or setbacks". The applicant shall follow the recommendations provided in the 2021 Geotechnical Report. 4. There is a SUSC located on the property. No further action required. STORMWATER 1. No erosion or flooding of downstream properties may result. Splash blocks require a 50 ft flow path. The site plan shows the flow path being directed towards the neighboring property. Stormwater must be managed on site. Please revise the site plan by labeling the lengths of the vegetated flow path. 3. Please revise your site plan showing the red underlined site plan elements listed in the attached PDF (BLD21-376 Site Plan Checklist). Please also revise the submitted site plan to show the following: a. Show and label the entire length of the gravel driveway. b. Show and label where the power line runs from the "power box" throughout the property. c. The North Arrow as shown on the current site plan is pointing NW. Please revise the North Arrow to be pointing North. Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 11/28/2021. Please verify the length of the flow path as shown on the site plan. 4.Upon review of Jefferson County GIS maps, the proposed New Manufactured Home is located in a Geological Hazardous Area (Seismic Hazard Area). Jefferson County DCD is therefore requesting that the applicant consult a geotechnical professional to conduct a geological assessment of the entire proposed project area. The geotechnical professional shall prepare a geological letter, geological report, or geotechnical report based on their findings. Please review JCC 18.22.540(4) to determine what type of geological assessment form should be submitted to Jefferson County. The report recommendations/conclusions will need to include a statement addressing the proposed New Manufactured Home in the geological hazardous area.
