HomeMy WebLinkAbout75 21 ec, cs qvp 12 -7 a-1 .r WK STATE OF WASHINGTON County of Jefferson In the Matter of Amending the 2021 and Adopting the 2022 & 2023 Salary Schedules for the FLSA and Union Exempt Management and RESOLUTION NO 7 5-21 Professional Employees WHEREAS, the Board of Commissioners set the salaries of the FLSA and Union exempt management and professional positions of Jefferson County by passage of Resolution No. 85-20 which provides a uniform system for equitable compensation; and WHEREAS, after review by the Interim County Administrator and the Board of Commissioners it has been determined that an additional general wage increase of 7.5% is needed on the 2021 salary schedule adopted with Resolution 85-20 to be paid in the 2021 budget year in order to keep the salaries for these positions at a rate that will allow the County to retain and recruit employees for these positions. Adjusted wages will be paid from the 1 St full pay-period in 2021 based on a lumpsum calculation using YTD gross until new wage is effective. Adjusted wages shall be paid to all active Exempt employees and to Exempt employees who retired from the County by the date the County adopts this resolution; and WHEREAS, effective the 1 St full pay-period in 2022: 1) a new step 12 will be added to wage matrix. FLSA and Union Exempt employees in step 3 or higher shall move up one step and on their next monthly step date move up one additional step unless they are then in step 12; and 2) drop steps 1 and 2 of the wage matrix. FLSA and Union Exempt Employees at step 1 and 2 shall move to step 3, and on their next monthly step date move to step 4. The revised 2022 Exempt Wage Matrix will include a total of 10 steps. WHEREAS,there are no general wage adjustments in 2022 or 2023; and NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that 2021 and the 2022 annual salaries of the FLSA and Union exempt management and professional employees of the County shall be set at the rates established in the revised Exempt Wage Tables as shown in ATTACHMENT A and ATTACHMENT B. O r i ri ,-I i N N N i r r r-I e-i r-I c-i N N C O til O UJ D_ N r: J 0.2 v E D CO w u O W 4- 22 LULU LU O Consent Agenda Commissioners Office JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners FROM: Mark McCauley, Interim County Administrator Sarah Melancon, Human Resources Manager DATE: December 6, 2021 SUBJECT: RESOLUTION re: Amending the 2021 and Adopting the 2022 &2023 Salary Schedules for the FLSA and Union Exempt Management and Professional Employees STATEMENT OF ISSUE: Request the Board of County Commissioners approval of the attached proposed Resolution adopting an increase to the 2021 salary schedule for FLSA and Union Exempt Management and Professional Employees which reflects a 7.5%wage adjustment which will be paid from the 1st full pay-period in 2021 based on a lumpsum calculation using YTD gross until new wage is effective. Adjusted wages shall be paid to all active Exempt employees and to Exempt employees who retired from the County by the date the County adopts this resolution. In addition, the Resolution authorizes that effective the Pt full pay-period in 2022 a new step 12 will be added to the wage matrix and steps 1 and 2 will be removed from the wage matrix. All Exempt employees will move up at least one step on January 1, 2022, in addition to moving up one step on their next annual step date. The revised 2022 Exempt Wage Matrix will include a total of 10 steps. There are no general wage adjustments proposed for 2022 or 2023. ANALYSIS: The Interim County Administrator and the Board of Commissioners have determined that a general wage of adjustment of 7.5%for FLSA and Union Exempt employees is needed in order to keep the salaries for these positions at a rate that will allow the County to retain and recruit employees for these positions. This general wage adjustment is consistent with the general wage adjustments made for union represented employees. FISCAL IMPACT: The 2021 general wage adjustment of 7.5% is reflected in the attached Exempt wage matrix. The 2022 wage matrix also reflects the removal of steps 1 and 2 and the addition of a new step 12. Currently, there are 42 Exempt employees who will receive at least a 3%percent wage adjustment as a result of moving up one step in January 2022. RECOMMENDATION: Approve and sign the resolution.
