In the Matter of Combining the Vacation Leave
Bank with the"Additional Non-Accruable Vacation RESOLUTION NO 7 7—21
Days"and Combining the PTO Leave Bank with the
"Additional Non-Accruable PTO Days"for FLSA
Exempt and Union Exempt Employees
WHEREAS,the Board of Commissioners set the compensation and benefits of the FLSA
Exempt and Union Exempt employee positions of Jefferson County; and
WHEREAS, after review by the Interim County Administrator and the Board of
Commissioners it has been determined that it is in the best interest of the County to combine the Vacation
Accrual with the"Additional Non-Accruable Vacation Days"and to combine PTO Accrual with the
"Additional Non-Accruable PTO Days"schedules as outlined in Resolution No. 37-15 and the Personnel
Administration Manual, in order to keep the total compensation and benefits for FLSA Exempt and Union
Exempt employee positions comparable and equitable;to insure consistency and parity with other
employee positions; and to keep positions at a level that will allow the County to retain and recruit
employees for these positions; and
WHEREAS, in addition to combining the Vacation and PTO leave days with the"Non-
Accruable Vacation and PTO days", one additional day(8 hours or less based on FTE)shall be available
to FLSA Exempt and Union Exempt Employees; and
WHEREAS,on July 26, 2021,the County Commissioners adopted Resolution No. 44-21
in the matter of establishing objectives and procedures for the 2022-2023 Biennial County Budget,
including a budget priority to maintain a professional County workforce.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that
effective January 1, 2022,the amount of Vacation an FLSA Exempt and Union Exempt employee accrues
each year increases with the length of their employment as shown in the following schedules:

BE IT FURTHER RESOLVED, that the compensation and benefit adjustments will be
effective January 1, 2022 and that the Board of County Commissioners reserve the right to make
adjustments to the compensation and benefits during the budget year as they feel are justified and
necessary.
BE IT FINALLY RESOLVED, that this Resolution repeals and replaces Resolution No.
37-15 adopted by the Board of County Commissioners on October 26, 2015.

SUBJECT: RESOLUTION re: Combining the Vacation Leave Bank with the "Additional Non-
Accruable Vacation Days" and Combining the PTO Leave Bank with the "Additional
Non-Accruable PTO Days" for FLSA Exempt and Union Exempt Employees
STATEMENT OF ISSUE:
Based on a recent review of paid leave and longevity benefits for all County employees, it appears that the
benefits provided to FLSA and union exempt employee positions are not equitable to similar benefits
provided to other union represented employee positions.
While it is difficult to assure "exact"uniformity among benefits for all employee positons, it is important to
keep the benefits at a rate that will allow the County to retain and recruit employees for all positions.
ANALYSIS:
It is being proposed that effective January 1, 2022,the County combine the Vacation Leave Bank with the
"Additional Non-Accruable Vacation Days" and combine the PTO Leave Bank with the "Additional Non-
Accruable PTO Days" for FLSA and Union Exempt employees in order to insure consistency and parity with
other employee positions and to keep positions at a level that will allow the County to retain and recruit
employees for these positions. It is also being proposed that one additional day(8 hours or less based on
FTE)be available to FLSA Exempt and Union Exempt Employees effective January 1, 2022.
FISCAL IMPACT:
Currently, there are 42 Exempt employees. There will be no additional cost to combine the existing leave
banks. The cost of providing one additional Vacation or PTO day is approximately $14,026 per year not
including payroll taxes and benefits.
RECOMMENDATION:
Approve and sign the resolution.
