CONDITIONS:
1.)This approval is for a New Single Family Residence (NSFR) with attached garage only. Any future permits on
this site are subject to review for consistency with applicable codes and ordinances and does not preclude
review and conditions which may be placed on future permits.
2.)The revised site plan as submitted with the New Single Family Residence with attached garage application on
September 17th, 2020 has been reviewed for consistency under the UDC, and has been approved by
Jefferson County Department of Community Development . Any modifications, changes, and/or additions to the
stamped, approved site plan dated November 23th, 2020 shall be resubmitted for review and approval by
Jefferson County Department of Community Development .
3.)Jefferson County Department of Community Development reviewed the application and the county GIS
mapping system for the presence of critical areas and concluded that the property DOES NOT contain critical
areas. However, future proposals will be subject to a new critical area review and conditions may be added if
critical areas are found on the property.
4.)The project shall adhere to the Best Management Practices (BMPs) submitted by the applicant on September
17th, 2020 to control stormwater, erosion and sediment during construction. BMPs shall address permanent
measures to stabilize soil exposed during construction, and in the design and operation of stormwater and
drainage control systems.
5.)The applicant is proposing to create or add 2,605 square feet of impervious surface and 3,805 square feet of
land disturbing activities. JCC 18.30.060 and 18.30.070 require the project applicant submit a stormwater plan
meeting Minimum Requirements #1 through #5 of the Department of Ecology Stormwater Management
Manual for Western Washington . The stormwater plan shall address measures to control stormwater, erosion
and sediment during construction and shall address permanent measures to stabilize soil exposed during
construction, and in the design and operation of stormwater and drainage control systems.
6.)A Stormwater Plan has been submitted and approved by the Department of Community Development . Once
the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan. No
clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of
temporary sedimentation and erosion control measures have been completed.
7.)The site plan submitted for the building permit application shall identify the location of a silt fence, consistent
with the Stormwater Plan, to prevent loose soil from eroding. Silt fencing shall be installed, as shown on the
approved stormwater building site plan, prior to beginning any ground-disturbing activities on the property.
8.)The applicant has proposed and been approved to utilize a downspout dispersion system with a 30 feet
dispersion trench with notched grade board. The trench will be designed per the requirements of the
Stormwater Management Manual for Western Washington BMP T 5.10B. The dispersion trench typically
requires a 25-foot vegetative flow path. Even though the proposed dispersion trench does not meet the 25-foot
vegetative flow path requirement ,the Port Ludlow Drainage District Review Letter, prepared by Gray &
Osborne, Inc. on November 11th, 2020, recommends that Jefferson County accepts the drainage plan as
proposed. The total length of the design must not exceed 50 feet and must provide at least 10 feet of trench
per 700 square feet of roof area.
9.)The applicant shall follow the recommendations provided by the Port Ludlow Drainage District Review Letter,
prepared by Gray & Osborne, Inc. on November 11th, 2020.
10.) This parcel is within a no shooting area per JCC 8.50.

FINDINGS:
The Administrator finds that this application complies with applicable provisions of the Unified Development
Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County
Comprehensive Plan and Land Use map.

APPEALS:
Pursuant to RCW 36.70C, the applicant or any aggrieved party may appeal this final decision to Jefferson County
Superior Court within twenty-one (21) calendar days of the date of issuance of this land use decision. For more
information related to judicial appeals see JCC 18.40.340.
