Regular Meeting — November 15, 2021, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time. She announced that there will be Public Comment Periods added to the
Lodging Tax Advisory Committee (LTAC) recommendations discussion and the Public Records Act
(PRA)policy discussion.
PUBLIC COMMENT PERIOD: The following is a summary of comments made
virtually by individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding fully vaccinated athletes dying from the side effects of the COVID-19
vaccine, and a question about which County Chair Dean's resides.
• Comment regarding the ability to provide public comment, and the COVID-19 vaccine
mandates.
• Comment regarding the Fort Worden Public Development Authority (PDA) (Consent Agenda
Item No. 8).
The Commissioners addressed comments and concerns raised during the Public Comment Period as well
as addressed written comments received.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Interim County
Administrator Mark McCauley noted that the Agreement with the Fort Worden Public Development
Authority(PDA) (Consent Agenda Item No. 8) contains an error. Paragraph 14 currently reads
"December 15, 2020"and it should read"December 31, 2022." Commissioner Brotherton moved to
approve the items on the Consent Agenda with the modifications to the date in Section 14 of the Fort
Worden PDA Agreement as stated by Interim County Administrator McCauley, and approve the
remaining items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion
which carried by a unanimous vote.
1. RESOLUTION NO. 67-21 re: Amending Resolution No. 60-18 re: Rates and Charges for the
Jefferson County Conservation District re: Correct Scrivener's Error—Change "Recreation"to
read"Residential" on the Table Chart
2. HEARING NOTICE re: 2022-2023 Jefferson County Budget; Virtual Hearing Scheduled for
Monday, December 6, 2021 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson
County Courthouse, 1820 Jefferson Street, Port Townsend, WA(VIRTUAL)
3. AGREEMENT re: Residential Substance Abuse Treatment; In the Amount of$146,000;
Jefferson County Sheriffs Office/Jail; Believe in Recovery

4. AGREEMENT NO. K4880,Amendment No. 1 re: Grant for the Residential Substance Abuse

5. AGREEMENT, Supplement No. 1 re: Legislative Liaison Services; In the Amount of

10. AGREEMENT re: COVID-19 Vaccination Services,Vaccination Staff to Assist in Deploying
Mass COVID-19 Vaccination Clinics; Reimbursement for up to 100%of Eligible Direct Costs,
Amount to be Determined; Jefferson County Public Health; Jefferson Healthcare
11. AGREEMENT NO. WQ-20-194,Amendment No.2 re: Dosewallips R Powerlines
Acquisition and Design; Additional Amount of$15,897 for Project Total of$121,702.16, Extend
Period of Performance and Scope of Work; Jefferson County Environmental Public Health;
Natural Systems Design
12. Payment of Jefferson County Vouchers/Warrants Dated November 8, 2021 Totaling
$1,587,214.11 (Records of all claims submitted for payment along with vouchers approved and signed by the
Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works
Department.)
13. Payment of Jefferson County Payroll Warrants by AP Payroll Dated November 10, 2021
Totaling $144,681.78 (Records of all claims submitted for payment along with A/P Warrants approved by the
Payroll Services Manager are retained in the Jefferson County Auditor's Office)
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and miscellaneous items.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie
Bence provided a situation report.
The meeting was recessed at 10:24 a.m. and reconvened at 10:32 a.m. with all three
Commissioners present.
UPDATE re: Washington State Department of Natural Resources (DNR) 3''d
Quarter County Income Report: DNR Regional Manager Mona Griswold, DNR State Lands Assistant
Drew Rosanbalm, Assessor Jeff Chapman and Treasurer Stacie Prada were present to discuss the
County's 3`d Quarter Income Report. Mr. Rosanbalm provided an overview and answered questions
posed by the Board.

COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and
Interim County Administrator discussed recent meetings they attended, miscellaneous topics and
reviewed upcoming meetings.
HEARING re: Setting the 2022 Ad Valorem Tax Levies for Jefferson County Levy
in 2021 and Collection in 2022: Interim County Administrator Mark McCauley, Assessor Jeff
Chapman and Treasurer Stacie Prada were present for the hearing.
Assessor Chapman explained the Ad Valorem Tax Levy process. Chair Dean opened the hearing for
public testimony. The following individuals provided testimony: David Schwartz, Tom Thiersch, Jean
Ball, and Laura Lewis-Thayer.
Due to an unexpected power outage,the meeting and the hearing was recessed until 1:30 p.m.
The meeting was recessed at 11:25 a.m. and reconvened at 1:32 p.m. with all three
Commissioners present.
HEARING re: Setting the 2022 Ad Valorem Tax Levies for Jefferson County Levy
in 2021 and Collection in 2022—Cancelled: After discussion with the County's legal counsel, and
since many Jefferson County residents were still experiencing power outages, the Chair announced that
the hearing would be re-noticed and a new hearing date would be set for December 6, 2021 as the Board
would like adequate public participation. Hearing testimony received thus far would remain part of the
record.
NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 1:35 p.m. until
the next regular meeting or special meeting as properly noticed. Agenda items not discussed will be
moved to future meeting agendas.
