RE: MLA20-00152 Cape George BLA proposal update
Proposal: Cape George Land CO LLC proposed a boundary line adjustment (BLA) of 161 platted lots, that
currently makeup 22 parcels. Each parcel currently has about 8 lots, with some exceptions. The boundary line
changes propose to adjust the lot lines into 70 resultant parcels. The resultant parcel size will range from 12,536
square feet to 17,967 square feet. The development is proposed to consist of 70 manufactured homes, with
private roads, individual septic systems, and stormwater management.
History: The applicants had a pre-application conference on June 18, 2020, with the previous planner Michelle
Farfan. At the time of the meeting, the proposal was to adjust the 161 platted lots into 53 resultant parcels.
The 161 platted lots were from the Irvington Addition Plat filed for record on July 21, 1890. Historical Assessor
records show that the ownership has changed several times since 1890. More specifically, several times in 2019.
Block 5 and 2 have fully developed residences on them and are under different ownership than the rest of the
land included in the historical plat. The parcels that make up these blocks have 3 different ownerships and 3
developed houses, two of which were built in 1993 and one in 2007.
Current Status: The applicant applied for the boundary line adjustment on January 1, 2021. The application
consisted of the Boundary Line Adjustment Survey, the existing and proposed legal descriptions, and the
property applications. On March 8, 2021, the applicants also applied for a Class IV General Stormwater Permit to
allow logging of the property with a Department of Natural Resources Class IV General Forest Practice Permit to
clear the property. These actions prevent the development moratorium typically applied when logging property
and allows residential development of the parcels.
SEPA: State Environmental Policy Act (SEPA) was triggered at the time of application for the Class IV General
Stormwater Permit that applies to the entire proposal including the Boundary Line Adjustment. Department of
Community Development is currently reviewing the SEPA documents with consistency to SEPA regulations,
applicable WACs and RCWs, and Jefferson County Codes.
The applicants must complete quiet title action to officially complete the statuary vacation of the roads under
RCW 36.87.090.
