This letter is in response to the John Fleming’s April 21, 2021 comments regarding the submitted TIA. Comments: 1. The study was conducted during the COVID-19 pandemic with an advisory to limit non- essential travel. How does the TIA acknowledge COVID-19 travel restrictions and adjust its findings? To evaluate travel pattern skews associated with COVID-19 travel restrictions at the time of field counts, intersection volumes gathered by our firm were compared to 2019 data at the study intersection of SR-20 & Discovery Road. It should be noted that data was collected by our firm in September of 2020 and that the 2019 data was derived from the SR 20/Discovery Road & SR 20/Kearney Street Roundabouts Intersection Control Evaluation report. Total intersection volumes in the 2019 count were found to be 19% higher than total 2020 volumes. Therefore, existing traffic volumes at all intersections collected by our firm were adjusted up by 20%. This adjustment factor is anticipated to account for travel pattern skews, sufficiently establishing baseline conditions. All associated Figures and calculations have been revised accordingly. 2. The TIA was compared to the Jefferson County TIA Technically Complete Checklist. Regarding trip generation, the assumption that only one dwelling per parcel may understate the impact of the proposal on the County transportation system. With the current focus on affordable housing within the County, many are choosing to construct accessory dwelling units in addit ion to main dwellings on single parcels. Unless there will be a restriction on the new parcels to have only one dwellin g, the TIA should revise the report to consider the trip generation for twice the number of dwellings (140 dwellings). Comment acknowledged regarding the potential construction of ADUs on the subject parcels. Current ITE data does not encompass extensive research concerning the construction of ADU’s on single-family dwelling unit parcels. However, LUC 210 – Detached Single-Family Housing rates comprised within ITE data are assumed to capture all traffic generated from a single-family zoned site—with or without an ADU. Therefore, trip generation associated with the proposed 68 single-family dwelling unit development was retained and used for analysis. PO Box 397 Puyallup, WA 98371 (253) 770 1401 heathtraffic.com 3. The TIA does not discuss the existing roadway deficiencies of lane and shoulder widths. For example, Cape George Road has a current ADT of 2297, with a 26 feet total roadway width consisting of 11 feet wide lanes and 2 feet wide shoulders. The typical road section for that traffic need a 40 feet total roadway width consisting of 12 feet wide lanes and 8 feet wide shoulders. Comment acknowledged regarding the discussion of existing roadway deficiencies. Upon review of existing roadway characteristics and ADT volumes, the surrounding roadway system’s existing geometrics are deemed adequate for observed travel volumes. Eleven-foot-wide travel lanes are sufficient to accommodate the projected ADT volumes. If deemed necessary, the County may want to consider a potential future improvement project along Cape George Road to bring the corridor up to current County standards. 4. The TIA does not discuss accident history or safety concerns. The TIA was revised to include an accident history section. No safety concerns are identified at the study intersections based on accident history data at this time. 5. The TIA does not analyze school bus stops. The TIA was revised to analyze school bus stops. 6. Permanent through access for the subdivision onto Nelson’s Landing Road is not permitted. Nelson’s Landing Road is lacking a 60 foot right of way dedicated to the County, and a roadway that meets County standards. TIA should model all traffic accessing the south parcels from S. Discovery Road. The site plan was revised and site access is no longer provided onto Nelson’s Landing Road. Trip distribution was updated to reflect this change in access. All associated Figures and calculations have been updated accordingly. All other minor redline comments have been addressed as necessary. INTRODUCTION The main goals of this study focus on the assessment of existing roadway conditions and forecasts of newly generated project traffic. The first task includes the review of general information on the roadways serving the site, public transportation information, and baseline level of service. Forecasts of future traffic and dispersion patterns on the street system are then determined using established trip generation and distribution techniques. As a final step, appropriate conclusions and mitigation measures are defined if needed. 2. PROJECT DESCRIPTION Cape George BLA is a proposed single-family project consisting of 68 dwelling units in unincorporated Jefferson County. The subject site comprises several parcels for a collective area of approximately 22-acres. Presently, the subject properties contain 23 recognized parcels that could be constructed with single-family homes. The proposal seeks to increase the lot count to up to 68 single-family dwelling units. See below aerial image illustrating the project boundaries. A conceptual site plan is presented in Figure 2 which identifies project access and layout configuration. For reference herein, the “north portion” is considered the area on the north side of Cape George Road encompassing 40 lots; the “central portion” is the area on the south side of Cape George Road with 9 lots; and the “south portion” is the southernmost area north of Nelson’s Landing Road with the remaining 19 lots. EXISTING CONDITIONS 3.1 Existing Street System The primary roadways serving the subject site are listed and described below. Cape George Road: is a two-lane minor collector roadway bisecting the subject site. Travel lanes are approximately 10- to 11-feet wide. Shoulders are composed of narrow paved segments or grass/gravel. West with its intersection to S Discovery Road, the roadway has a posted speed limit of 35 mph. Approximately 1,200 feet west of S Discovery Road, the speed limit increases to 50 mph. This speed limit transition occurs along the subject site frontage between tax parcel #’s 96360-0701 and -0801. S Discovery Road: is a north-south, two-lane minor collector roadway located east and south of the subject site. Travel lanes are approximately 11-feet wide. Shoulders are composed of paved segments 3- to 7-feet wide. The roadway has a posted speed limit of 35-40 mph near the subject site. 3.2 Existing Peak Hour Volumes and Travel Patterns Field data for this study was obtained and collected in September of 2020. Traffic counts were performed at the following intersections, which are anticipate to receive the bulk of anticipated vehicular impacts: • Cape George Rd/Florence St & S Discovery Rd • S Jacob Miller Rd & S Discovery Rd • S Jacob Miller Rd & Hwy 20 • Discovery Rd (Mill Rd) & S Discovery Rd • Hwy 20/W Sims Way & Discovery Rd/Mill Rd Field data was collected from 4:00 PM - 6:00 PM, which generally reflects the highest levels of congestion with respect to traffic and delays during a 24-hour period. The busiest one-hour is then derived from the each intersection count, known as the peak hour, to depict worst case conditions. To determine travel pattern skews associated with COVID-19 travel restrictions in place at the time of field counts, intersection volumes at Highway 20/W Sims Way & Discovery Road/Mill Road were compared with 2019 data at the intersection. Total intersection volumes from the 2019 count, derived from the SR 20/Discovery Road & SR 20/Kearney Street Roundabouts Intersection Control Evaluation report, were shown to be 19% higher than 2020 data collected by our firm. Therefore, traffic volumes at all study intersections collected by our firm was grossed up by 20% to establish baseline conditions. Figure 3 on the following page illustrates the intersections of study and their associated weekday PM peak hour volumes. Full count sheets are provided in the appendix. PO Box 397 Puyallup, WA 98371 (253) 770 1401 heathtraffic.com 5 PO Box 397 Puyallup, WA 98371 (253) 770 1401 heathtraffic.com 6 3.3 Transit Service A review of the Jefferson Transit regional route maps indicates the nearest transit routes in the area are served via Route 1 – Brinnon / Quilcene / Tri Area Route, Route 6A/6B – Tri Area Loop, Route 7 – Poulsbo / Port Ludlow / Tri Area Route and Route 8 – Sequim Route. The nearest stop providing service to these routes is located at the intersection of S Jacob Miller Road & Highway 20 (~0.51 miles northeast). Service is provided weekdays from approximately 5:45 AM - 6:57 PM and Saturdays from approximately 6:35 AM - 7:55 PM with stops at major intersections along the routes. Additionally, these routes provide connection to Haines Park and Ride. Haines Park and Ride, located ~2.25 miles northeast of the subject site, provides service to Kingston, Olympia, Port Angeles, SeaTac, Seattle and the Coho Ferry. Moreover, the Port Townsend Ferry Terminal is located approximately 3.23 miles northeast of the proposed development. Service is provided from this terminal to Coupeville daily from 6:30 AM – 9:10 PM. Given the nature of the incoming project and proximity, transit use is anticipated. Refer to the Jefferson Transit schedule and WSDOT Winter 2021 Sailing Schedule for more detailed information. 3.4 Non-Motorist Traffic & School Bus Stop Provisions During field observations, little non-motorist transport was observed at the study intersections. The area is generally rural in nature with limited walkable nearby amenities aside from the Larry Scott Trail. Sidewalks and/or bike lanes, become available to the north near city of Port Townsend limits. The Larry Scott Trail bisects the subject site and travels from the Port Townsend waterfront to the Milo Curry Trailhead. The trail is approximately 7.3 miles long and provides multi-use non-motorist recreational opportunities. It should additionally be noted that school bus stops are provided in the vicinity of the subject site. The graphic to the right depicts morning school bus pick up locations in green and afternoon drop off locations in red. School-aged children residing in the proposed development would have immediate access to school bus service. Four accesses are proposed on Cape George Road serving the north and central portions. A single access by way of S Discovery Road is proposed to serve the south portion. See Figure 2 for site plan design and proposed locations. All new accesses shall be designed so as to allow sufficient sight lines in accordance with Jefferson County and American Association of State Highway and Transportation Officials (AASHTO) standards. A final survey for sight line requirements/verification may be required upon final site design. 3.6 Roadway Improvements A review of the current Jefferson County Six-Year 2021-2026 Transportation Improvement Program, the Port Townsend Capitol Projects Directory and the WSDOT STIP (2021-2023) indicates that projects are currently planned in the vicinity of the site. Descriptions of the nearest improvement projects are summarized below. Roundabouts - Kearney Street and Mill Road at Highway 20: The scope of these projects intend to construct compact roundabouts on SR 20 at its intersections with Mill Road/Discovery Road and Kearney Street. The existing signal systems are outdated and have reached the end of their useful life. The roundabouts were shown to improve level of service and are expected to increase safety. SR 20 & Mill/Discovery Road is a study intersection in this evaluation; shown below is a conceptual intersection schematic. The project has an estimated cost of $970,000 with a construction date in Spring 2023. Discovery Road Bikeway & Sidewalks Project from Rainier Street to McClellan Street – STPUS-7627(001): The scope of this project intends to construct a bikeway and sidewalk on Discovery Road. The project has an estimated cost of $2,500,000 and is expected to begin in October 2021. PO Box 397 Puyallup, WA 98371 (253) 770 1401 heathtraffic.com 8 3.7 Level of Service Peak hour delays were determined through the use of the Highway Capacity Manual 6th Edition. Capacity analysis is used to determine level of service (LOS) which is an established measure of congestion for transportation facilities. The range1 for intersection level of service is LOS A to LOS F with the former indicating the best operating conditions with low control delays and the latter indicating the worst conditions with heavy control delays. Detailed descriptions of intersection LOS are given in the 2016 Highway Capacity Manual. Level of service calculations were made through the use of the Synchro 10 analysis program. Table 1 summarizes existing LOS and delays for the key intersections of study. No operational deficiencies are identified for the study intersections. 3.8 Accident History A list of the recorded accident history from the beginning of 2016 through September 9 of 2021 for the intersections of study was requested from WSDOT. Table 2 below provides a summary of the collisions recorded per year for each study location. Collision type and contributing factor breakdowns for each intersection are provided below. 1.S Discovery Road & Cape George Road /Florence Street: 2 accidents were recorded resulting in less than one collision per year. The occurrences were listed as “from opposite direction – one left turn, one straight” (1/2) and “rear-end” (1/2). 2.S Discovery Road & S Jacob Miller Road: a total of 10 accidents were recorded, resulting in approximately 1.74 collisions per year. The most common occurrence listed was “entering at angle” (9/10), followed by “rear-end” (1/10). 3.Highway 20 & S Jacob Miller Road: a total of 7 accidents were recorded, resulting in approximately 1.22 collisions per year. The most common occurrence listed was “from “rear-end” (5/7). Other include: “vehicle overturned” (1/8) and “sideswipe” (1/8). 4.Discovery Road (Mill Road) & S Discovery Road: a total of 3 accidents were recorded, resulting in approximately 0.52 collisions per year. The most common occurrence listed was “rear-end” (2/3), followed by “from same direction – all others” (1/3). 5.Highway 20/W Sims Way & Discovery Road /Mill Road: a total of 14 accidents were recorded, resulting in approximately 2.43 collisions per year. The most common occurrence listed was “rear-end” (7/14), followed by “entering at an angle” (4/14). Other notable occurrences include “vehicle - pedalcyclist” (3/14). PO Box 397 Puyallup, WA 98371 (253) 770 1401 heathtraffic.com 10 Most accidents resulted in driver inattentive/distraction as opposed to any identifiable geometric deficiencies. Out of all 36 crashes, 24 collisions resulted in no apparent injury. Eight collisions resulted in possible injury, while 4 collision resulted in suspected minor injury. No fatalities were recorded. The three collisions occurring at Highway 20 & Discovery Road involving non-motorists resulted in possible injury/suspected minor injury. Contributing factors listed for these non-motorist collisions included “non-motorist on wrong side of road”, “did not grant RW to non-motorist” and “inattention”. 4. FORECAST TRAFFIC DEMAND AND ANALYSIS 4.1 Project Trip Generation Trip generation is defined as the number of vehicle movements that enter or exit the respective project site during a designated time period such as the PM peak hour or an entire day. The magnitude of the anticipated vehicle trip generation for the proposed project was derived from the Institute of Transportation Engineers (ITE) publication, Trip Generation, 10th Edition. The designated land use is defined as Single-Family Detached Housing (LUC 210). Dwelling units was used as the input variable and equations were used to determine trip ends. Table 3 summarizes anticipated vehicular movements for the average weekday daily trips (AWDT), AM peak hour and PM peak hour. PO Box 397 Puyallup, WA 98371 (253) 770 1401 heathtraffic.com 11 4.2 Distribution & Assignment Trip distribution describes the anticipated travel routes for inbound and outbound project traffic during the peak hour study period. Trip distribution percentages are based on the location of nearby major arterials and amenities. PM peak hour trips are primarily comprised of commuter-based (returning home) and recreational-based trips. Anticipated distribution percentages and travel routes for the outlying study intersections (Figure 4A) and access intersections (Figure 4B) are illustrated on the following pages. 4.3 Future Peak Hour Volumes A 5-year horizon of 2026 was used for future traffic delay analysis to depict conditions with full project buildout based upon current zoning. Forecast 2026 background PM peak hour volumes were derived by applying a 1.0 percent compound annual growth rate per year to the existing traffic volumes, which has been used for nearby analysis in the past. Forecast 2026 PM peak hour volumes without project are shown in Figure 5. Figures 6A and 6B illustrate forecast 2026 volumes with the addition of project-generated traffic at the outlying study intersections and access intersections. This analysis once again involved the use the Synchro 10 analysis program. Delays for the key intersection movements under future conditions are shown in Table 4 below. All accesses are anticipated to operate with minimal delays at LOS B or better conditions. The following outlying study intersections are anticipated to operate with substandard service levels under forecast conditions. Highway 20 & S Jacob Miller Road: is shown to operate with substandard service levels both without and with the proposed development at LOS E conditions. This three-leg intersection contains a left-turn lane and receiving lane along SR-20. The predominate movement in the peak hour from the minor-road is right-turns accounting for 113/127 peak hour movements. Therefore no recommended mitigation is identified as the intersection is PO Box 397 Puyallup, WA 98371 (253) 770 1401 heathtraffic.com 18 built out and separate left- & right-turn lanes on S Jacob Miller Road may not provide much benefit given that ~90% movements are right-turns. Should future improvements be deemed necessary from County/State review, it is recommended that the project contribute a pro rata share towards any future improvement project such as signalization or roundabout. Discovery Road (Mill Road) & S Discovery Road: is shown to operate with substandard service levels with the proposed development. It should be noted that the nearby study intersection of Highway 20/W Sims Way & Discovery Road/Mill Road is planned for a future roundabout due to the outdated traffic signal equipment. WSDOT’s Intersection Control Evaluation indicates the intersection is anticipated to operate with LOS A conditions once constructed. The roundabout was not assumed in the analysis due to uncertain funding/construction timing. The construction of the roundabout at Highway 20/W Sims Way & Discovery Road/Mill Road is anticipated to improve conditions at Discovery Road (Mill Road) & S Discovery Road. Compared with the current signalized configuration, the construction of a roundabout is anticipated to lessen delays and queues experienced at the nearby stop- controlled intersection. Overall, the project is not shown to have a significant impact to the study intersection and no mitigation is deemed necessary at the intersection. 4.5 Left Turn Lane Warrant Left turn lanes are a means of providing necessary storage space for left turning vehicles at intersections. For this impact study, procedures prescribed by the WSDOT Design Manual Exhibit 1310-7a were used to ascertain storage requirements at the proposed access locations. CONCLUSIONS AND MITIGATION MEASURES Cape George BLA proposes for the construction potential of up to 68 single-family dwelling units in unincorporated Jefferson County. The subject site is located on the west side of S Discovery Road, situated between Cape George Road and Nelson’s Landing Road. The subject properties could currently construct 23 single-family homes, therefore the proposal seeks to increase the number of units by 45 (68 total). A conceptual site design with proposed accesses is illustrated in Figure 2. In total, approximately 53 AM (13 inbound / 40 outbound) peak hour trips and 70 PM (44 inbound / 26 outbound) peak hour trips are anticipated to travel to/from the development on a daily basis assuming all 68 developable lots. Existing intersection capacity indicates all intersections of study meeting WSDOT and County level of service standards. A five-year horizon of 2026 was analyzed to assess operations with the project fully- constructed and occupied. All access intersections and outlying study intersections 1, 2 and 5 are shown to operate with acceptable service levels, meeting County and WSDOT standards. Sight lines may need to be verified upon final site plan and access locations. It should be noted that WSDOT plans for the construction of a roundabout at the intersection of Highway 20/W Sims Way & Discovery Road/Mill Road to replace the dated traffic signal system. The roundabout would improve capacity and intersection operations and is expected to begin construction in Spring 2023. Moreover, construction of the roundabout is anticipated to improve service levels at the adjacent Discovery Road (Mill Road) & S Discovery Road intersection. Therefore, no mitigation is deemed necessary at the study intersection. Additionally, the study intersection of Highway 20 & S Jacob Miller Road was found to operate with substandard service levels both without and with the proposed project. Given existing intersection configuration and geometrics, no mitigation is deemed necessary at the intersection at this time. Should future improvements, such as signalization or roundabout control, be deemed necessary at the intersection, it is recommended that the Cape George development contribute via a pro-rata share towards construction costs of the selected improvement project.
