Subject: Award of Contract, Port Hadlock Water Reclamation Facility Construction Project – Membrane Bioreactor Equipment – Design, Fabrication, and Installation Services
Statement of Issue: Award of Contract to Ovivo USA LLC, Salt Lake Utah, for their bid of $1,601,600.22 for the above referenced project.
Analysis/Strategic Goals/Pro’s & Con’s: Public Works has completed checking the bids for the above referenced project, and recommends award of the contract to Ovivo USA LLC for their
bid amount of $1,601,600.22. The analysis of this bid is included in a Technical Memorandum from our engineers on this project, Tetra Tech dated April 12, 2012 (See Technical Memorandum
attached). The bid documents indicated that a decision on the award would be based on a comparative present worth analysis, which shows Ovivo USA LLC as the bidder with the lowest
present worth cost. Further, the Technical Memorandum details reasons why Ovivo USA LLC is the most responsive bidder. Finally, Ovivo USA LLC meets the responsibility requirements
of RCW 39.04.010 and RCW 39.04.350.
Fiscal Impact/Cost Benefit Analysis: The Bid amount is $1,601,600.22 that includes Bid Item #1 – Contract Price for Design Services; Bid Item #2 – Contract Price for MBR System Equipment
and Services during Construction; and Bid Item #3 – Contract Price for Taxes. The immediate financial impact of this award will be for Design Services specified in the contract that
will be paid for out of the Port Hadlock Wastewater System fund and that will allow completion of the Final Design of the treatment system. Actual costs for the MBR System Equipment
and Services during Construction will not be needed until such time as final design is completed and funding for the entire construction project have been procured.
Recommendation: Public Works recommends that the Board authorize the Award of Contract to Ovivo USA LLC, and return the original to Public Works for further processing.
