Thanks Email To: MBR Plan Holders List From: Robert Wheeler, Port Hadlock Wastewater Project, Project Manager Subject: Recommendation to Jefferson County Board of County Commissioners on bid award of Port Hadlock Water Reclamation Facility Construction Project, Membrane Bioreactor Equipment – Design, Fabrication, and Installation Services Procurement Date: April 14, 2021 First, I want to thank all of you on the MBR Plan Holders List for your participation in Jefferson County’s bidding process for MBR Design, Fabrication, and Installation Services, especially the bidders who submitted bids. And, I want to thank you all for your patience as we analyzed, evaluated and considered the seven bid proposals that we received. After extensive effort in analyzing and evaluating these bids, we are now in a position of recommending to the Jefferson County Board of County Commissioners an award of the bid to Ovivo USA LLC. Ovivo’s bid was the lowest responsible present worth cost that was responsive. Attached to this email is a Technical Memorandum from our engineers, Tetra Tech, that details the evaluation we conducted and the rationale for us recommending to the Jefferson County Board of Commissioners their award of this contract to Ovivo USA LLC. The Board of County Commissioners will consider this award at their April 19, 2021 Board meeting. If any Bidder has a concern or comment on this recommendation, you can email me at rwheeler@co.jefferson.wa.us with your concern or comment, all due by Friday, April 16th by 12:00 noon for our consideration.
