Monte,
I have been talking with our budget office and am hoping that you will have incurred significant
eligible expenses for your Port Hadlock Wastewater Facility Project before the end of the fiscal year
to avoid possibly losing access to some of this grant!
Because your project is a ‘proviso’ in the budget, it is called out specifically and lists expenditures
and appropriation without all grant funds rolling over. See in the below excerpt from the 2021
capital budget SHB 1080 SL (attached) that based on your past expenditure projections, it is listed
that you would spend down $522,000 before the end of the fiscal year (6/30/21). The remaining
$900,000 is reapropriated, but if you cannot expend the remaining funds with eligible expenses
incurred prior to the end of June (though invoices can be sent and processed after that date), you
would lose access to some funds and to possibly regain them we would need to ask for those funds
that you did not expend to be returned in the 2022 supplemental budget. It would certainly be
easier to use those funds now if possible.
In short, this project currently will only have $900,000 from 6/30/21-6/30/23. Ideally you have
$169,650 in eligible expenses that you can request reimbursement for now. If you do, there is no
problem and you have full access to funds, if not we will need to discuss options and potentially have
a reduced grant total.
I know this process can be confusing and I apologize for sending this potentially alarming news on a
Friday afternoon, but want you to have all of the information ASAP. Please reach out so we can
discuss and find the best possible way forward.
