On Friday Congressman Kilmer announced the community project funding requests he submitted to the House Appropriations Committee. Below are the projects and email letting me know Jefferson County’s projects were not submitted. The email from rep. Kilmer’s Office provides their decision making process on making their final 10 project submissions. Thank you. Community Project Funding Requests U.S. Representative Derek Kilmer (WA-06) has submitted funding requests for important community projects to the House Appropriations Committee. Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 10 projects in their community for fiscal year 2022 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. Additional information on the reforms governing Community Project Funding is available here. To evaluate the requests, Rep. Kilmer convened an independent advisory panel of local stakeholders to help inform the selection process and evaluate the degree to which the requests have strong community support, capture the geographic and demographic makeup of the district, and achieve at least one of following goals: Create sustained job growth and/or economic opportunity Address imminent threats to public health, safety or the environment Promote equity and inclusion for underserved populations Fulfill unmet federal obligations, including treaty and trust responsibilities to Native American tribes In compliance with House Rules and Committee requirements, Rep. Kilmer has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested. Note: The projects are listed in alphabetical order by intended recipient. 1) Project Name: City of Bremerton Quincy Square Project Requested Amount: $2,500,000 Intended Recipient: City of Bremerton Intended Recipient Address: 345 6th Street, Suite 100, Bremerton, WA, 98337 Explanation of the Request: This funding will help develop a shovel-ready civic improvement that will transform a long-neglected street into an active, housing-based, day-to-night urban center with focused arts, entertainment, and evening-centric retail spaces. The project honors the legendary Quincy Jones, a world-renowned Grammy-winning artist, and Bremerton, WA native. Signed Financial Disclosure 2) Project Name: Hilltop Attainable Housing and Businesses Requested Amount: $1,500,000 Intended Recipient: Forterra Intended Recipient Address: 217 First Avenue South, #4189, Seattle, WA 98194 Explanation of the Request: This funding will provide community ownership of a mixed-use hub for culture, community, homes, and businesses on the Hilltop in Tacoma. The investment will provide critical funding to lower the ultimate cost so that the residential and business spaces will be attainable to community residents and BIPOC-owned businesses. Signed Financial Disclosure 3) Project Name: Hoh Tribe Relocation Development Requested Amount: $2,200,000 Intended Recipient: The Hoh Tribe Intended Recipient Address: 2426 Lower Hoh Road, Forks, Washington 98331 Explanation of the Request: This funding will allow the Tribe to build out essential infrastructure and bring sufficient electrical infrastructure to each commercial, governmental, and residential lot in the Upper Highlands and connect water and sewer lines to the existing reservation system as the Tribe relocates to escape the imminent dangers of coastal flooding. Signed Financial Disclosure 4) Project Name: Aberdeen-Hoquiam Flood Protection Project Requested Amount: $3,000,000 Intended Recipient: City of Hoquiam Intended Recipient Address: 609 8th Street, Hoquiam, WA, 98550 Explanation of the Request: This funding will provide coastal flood protection and improve the storm drainage systems in the cities of Aberdeen and Hoquiam, so that they more effectively collect and convey runoff from intense storm events, and significantly reduce the economic burden on the community caused by flooding. Signed Financial Disclosure 5) Project Name: Mason PUD 1 Power Line Relocation Requested Amount: $1,000,000 Intended Recipient: Mason County PUD No. 1 Intended Recipient Address: 21971 N. Highway 101, Shelton, WA 98584 Explanation of the Request: This funding will complete the relocation of an essential distribution power line and will eliminate Mason PUD 1’s risk of delaying the Duckabush Estuary Restoration Project and/or incurring significant debt for their public ratepayers. Signed Financial Disclosure 6) Project Name: Port Angeles Food Bank’s Nourish to Flourish Expansion Requested Amount: $900,000 Intended Recipient: Port Angeles Food Bank Intended Recipient Address: 632 N. Oakridge Dr., Port Angeles, WA, 98362 Explanation of the Request: This funding will allow the Port Angeles Food Bank to finalize the purchase of the building in which they currently operate, ensuring a permanent location and consistent services for years to come. Signed Financial Disclosure 7) Project Name: Quileute Move to Higher Ground Water System Improvement Requested Amount: $1,479,355 Intended Recipient: Quileute Tribe of the Quileute Reservation Intended Recipient Address: 12181 La Push Rd., La Push, WA 98350 Explanation of the Request: This funding will help finish the development of a reliable water source for the Quileute Tribe as they seek to move their communities to higher ground to escape the imminent dangers of tsunami inundation. Signed Financial Disclosure 8) Project Name: Taholah Village Relocation Requested Amount: $500,000 Intended Recipient: Quinault Indian Nation Intended Recipient Address: 1214 Aalis Drive, Taholah, WA, 98587 Explanation of the Request: This funding will provide critical infrastructure including streets, sewer, water, stormwater, and power utilities that are needed to develop the Quinault Indian Nation’s first neighborhood above the tsunami zone for approximately 70 families as part of their relocation efforts. Signed Financial Disclosure 9) Project Name: Housing Hilltop-Commercial Requested Amount: $3,000,000 Intended Recipient: Tacoma Housing Authority Intended Recipient Address: 902 S L St, Tacoma, WA, 98405 Explanation of the Request: This funding will allow the Tacoma Housing Authority to begin redeveloping three parcels of land as part of a public- private partnership to bring approximately 200 units of affordable housing to households earning up to 60% of AMI and approximately 20,000 sq ft of commercial space for predominately BIPOC-owned businesses. Signed Financial Disclosure 10) Project Name: Empowering the Peninsula: Building K12, Higher Education, and Industry Partnerships Requested Amount: $450,000 Intended Recipient: West Sound STEM Network (South Kitsap School District) Intended Recipient Address: 2689 Hoover Avenue SE, Port Orchard, WA, 98366 Explanation of the Request: This funding will support West Sound STEM Network’s efforts to increase geographic equity in STEM programming on the Olympic Peninsula, develop K-12 and higher education partnerships with representation from underserved populations, and to establish a satellite office on the Olympic Peninsula. We greatly appreciated everyone that submitted projects to our office and the opportunity to learn about the great work so many partners are doing across the district. Unfortunately, your project was not selected this year for Community Project Funding. We received well over 100 applications from across the district and given that each Member may only submit 10 requests to the Appropriations Committee, it was a very difficult choice. To evaluate the requests, Rep. Kilmer convened an independent advisory panel of local stakeholders to help inform the selection process and evaluate the degree to which the requests have strong community support, capture the geographic and demographic makeup of the district, and achieve at least one of following goals: · Create sustained job growth and/or economic opportunity · Address imminent threats to public health, safety or the environment · Promote equity and inclusion for underserved populations · Fulfill unmet federal obligations, including treaty and trust responsibilities to Native American tribes We recognize that this is the first time in a decade that Congress has utilized member directed spending. Our hope is that this year’s process will be both transparent and with strong oversight and that we can accept applications again next year for fiscal year 2023.
