MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Regular Meeting — Wednesday, October 27, 2021 at 2:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368
CALL TO ORDER: The members of the Joint Oversight Board (JOB)participated in
the meeting remotely. Jefferson County Commissioner/Rotating Chair Greg Brotherton called the
meeting to order in the presence of Port Townsend Mayor Michelle Sandoval, Member Terry Smith and
Member Frank Hoffman. Also present was Affordable Housing Task Force Facilitator Lizanne Coker.
APPROVAL OF MINUTES: Member Smith moved to approve the Regular Meeting
Minutes of September 22, 2021 as presented. Member Sandoval seconded the motion. The motion
carried.
PUBLIC COMMENTS: The Joint Oversight Board(JOB) members discussed one
written comment received from the public.
UPDATE re: Fund 148 and Fund 149: Facilitator Coker reviewed the funds with the
JOB members.
DISCUSSION re: HOUSING TASK FORCE MEMBERSHIP: The JOB members
discussed the vacancy of a representative of Bayside Housing on the Affordable Housing Task Force.
Member Smith moved to appoint Heather Dudley-Nollette or Bayside Housing's designee to the
Affordable Housing Task Force. Member Sandoval seconded the motion. The motion carried.
ADDITIONAL BUSINESS: AFFORDABLE HOUSING INTERLOCAL
AGREEMENT (ILA): Rotating Chair Brotherton reviewed the most current draft ILA with the JOB
members.
ADDITIONAL BUSINESS: MEETING RESCHEDULING: Member Smith moved to
cancel the Regular JOB meetings of November and December and schedule Special Meetings for
November 17, 2021 and December 15, 2021. Member Sandoval seconded the motion. The motion
carried.
ADDITIONAL BUSINESS: ANNUAL REPORT: Facilitator Coker discussed the
details regarding the Affordable Housing/Homeless Housing Annual Report. She requested the ability to
make this a two-year report. Rotating Chair Brotherton moved to direct Facilitator Coker to complete a
2021 Annual Report. Member Smith seconded the motion. The motion carried.
FUTURE MEETING AGENDA ITEMS: The JOB members would like to discuss
what the new role of the JOB will be in 2022 and beyond at the next meeting.

NOTICE OF ADJOURNMENT: Rotating Chair Brotherton adjourned the meeting at
2:56 p.m. until the next regular meeting or special meeting as properly noticed.
