MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting — Wednesday, December 15, 2021 at 2:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Virtual)
CALL TO ORDER: The members of the Joint Oversight Board (JOB) participated in
the meeting remotely. Jefferson County Commissioner/Rotating Chair Greg Brotherton called the
meeting to order in the presence of Member Terry Smith and Member Frank Hoffman. Also present was
Affordable Housing Task Force Facilitator Lizanne Coker and Jefferson County Interim County
Administrator Mark McCauley.
APPROVAL OF MINUTES: Member Smith noted a correction to the Regular Meeting
Minutes of October 27, 2021. Regarding the JOB meeting schedule, it reads that she first and seconded
the motion. Clerk Carolyn Gallaway stated she would check the video and correct that mistake. Member
Smith moved to approve the minutes as edited. Member Hoffman seconded the motion. The motion
carried.
COMMENTS FROM THE PUBLIC: No comments received.
UPDATE re: Fund 148 and Fund 149: Interim County Administrator McCauley stated
there was no change in the fund update since the latest Affordable Housing Task Force meeting.
DISCUSSION re: HOUSING FUND BOARD: Rotating Chair Brotherton stated as
there is no City of Port Townsend representation at today's meeting, the JOB members will not be
discussing details of the newly formed Housing Fund Board (HFB). He noted that the Affordable
Housing Task Force members were told to keep the January 12, 2022 meeting date on their calendars.
He requested holding a Special Meeting of the HFB prior to the Task Force meeting to ascertain the role
of the Task Force before moving forward. Tentative HFB meetings dates: January 5, 11 or 12, 2022.
CLOSING REMARKS: Rotating Chair Brotherton thanked Facilitator Coker for all her
work on the housing boards. Facilitator Coker requested that the RFP team stay an integral part of the
process and that she will be sending the annual report to Interim County Administrator McCauley.
NOTICE OF ADJOURNMENT: Rotating Chair Brotherton adjourned the final
meeting of the Joint Oversight Board at 2:16 p.m..
