The proposed project is located in a NO SHOOTING AREA.
Tree branch trimming activities will take place in Residential Shoreline:
JCC 18.25.100 (16)(cc) “Pruning” means the removal of any of a tree’s living branches.
JCC 18.25.310 (1)(d): "Limited and selective clearing for views and lawns may be allowed when slope
stability and ecological functions are not compromised, but landowners should not assume that an
unobstructed view of the water is guaranteed. Trimming and pruning are generally preferred over removal
of native vegetation".
JCC 18.25.310(2)(c)(i) Vegetation Trimming. Techniques shall include selective pruning, windowing and
other measures that preserve native plant composition and structure. No more than 25 percent of a single
tree’s leaf bearing crown may be removed and no more than 25 percent of the canopy cover of any stand
of trees may be removed for view preservation. If additional trimming is requested in subsequent years,
the cumulative removal may not exceed 25 percent. Limbing or crown thinning shall comply with Tree Care
Industry Association pruning standards, unless the tree is a hazard tree as defined by this program. Tree
topping is prohibited when main stem/trunk is over three inches diameter at breast height (DBH).
The proposed activity is located in a High Landslide Hazard Area, Unstable Slope Stability Area, Seismic
Hazard Area, and Erosion Area. An Arborist Report is required to address the geohazardous areas on-site
and confirm that trimming won't kill the trees and tree trimmings don't go into the water below. The Arborist
Report submitted to the applicant on November 13th, 2020, prepared by Richard R Hefley – Consulting
Arborist, recommends the folllowing:
- The remaining 3/4s of the trees (approx. 12 trees…though I was not positive of property lines while
clambering on the slope) may also have their canopies reduced by 25%, either by removing entire multiple
leaders, or pruning back all leaders by 25% to suitably-sized lateral limbs.
- Following the pruning should come the planting in the areas formerly covered by the canopies of the
heavily pruned trees, those cut back to the stumps. Groundcovers (Ferns, Salal, Mahonia) should be
planted on 18”-24” centers (spaced apart) and small trees (Shore Pine, Pacific Yew) spaced 8-12’ apart.
No further action is required for the following critical areas: wetlands (in shoreline), AE Flood Zone, SUSC
CARA, and COASTAL SIPZ.
