Yes Name of Proposal Port Hadlock Wastewater Project Problem/Issue Statement Please describe the problem or issue to be addressed through this request. Be as detailed as possible, and explain why the problem or issue cannot be addressed without federal funding. Port Hadlock is the only designated Urban Growth Area (UGA) within Jefferson County outside of the incorporated City of Port Townsend.  In the late 1990s, land use planning efforts accomplished under the Washington State Growth Management Act (GMA) resulted in the designation of Port Hadlock as an Urban Growth Area appropriate to accommodate the County’s future growth projections.  The UGA will open up opportunities for economic development, living wage jobs, affordable housing, and has environmental advantages but GMA also requires that urban infrastructure be provided.  Port Hadlock has all of the required urban infrastructure with the exception of a sewer for wastewater collection and treatment which is required under GMA.  Because of the absence of a sewer, the approved urban zoning cannot be “turned on” to provide the benefits of the UGA, and residents and businesses are limited by existing rural zoning and on-site septic systems. The costs for building a full wastewater system are out of reach for this economically depressed area of Jefferson County without substantial Federal and State funding assistance.  A Federal appropriation will be key to allowing this project to proceed, along with realization of the benefits that will accrue. Request Description, Purpose, and Activities to be Funded Please describe the services and/or products that will be provided and the reasons for your request in non-technical language. This question is aimed at understanding the reason(s) for your request. Please include identified positive community impacts. The primary purpose of the Port Hadlock Wastewater Facility Project is to construct a new municipal wastewater collection, treatment, and beneficial re-use system (a sewer system) for the Phase I area of the Port Hadlock Urban Growth Area (UGA).  The project will eliminate reliance on septic tank systems and allow urban levels of development to support business expansion, increased jobs, and affordable housing.  This project will include wastewater service to a core area of Port Hadlock, waterfront commercial properties along Port Hadlock Bay, and the Old Alcohol Plant property which is presently a hotel with inclusion of transitional housing.  The project will include construction of a pressure sewer collection system including grinder pumps on each property, a new modular membrane bioreactor wastewater treatment plant, and a wastewater re-use site where highly treated Class A wastewater will be rapidly infiltrated through sand layers to groundwater where it will augment the aquifer under Chimacum Creek, a salmon bearing stream. Jefferson County strives to achieve the goals of the Growth Management Act (GMA) and has invested over $3 million in County funds to advance this project through planning, permitting, engineering studies, and land acquisition, but building costly infrastructure simply does not pencil for the property owners without significant support from State and Federal funding partners. Project Goals and Results Please describe measurable goals and expected results, including any relevant timelines, and describe how the project's performance will be measured and tracked. Allow full use of commercial and light industrial properties and create jobs and improve economic opportunities in the Port Hadlock area as well as for citizens County-wide. Encourage multi-family and affordable/low-income housing, currently limited by septic systems. With sewer, parcels currently owned by affordable housing providers can be developed into higher density affordable housing. Enable new uses or development of land previously required for reserve septic drain fields. Allow for centralized, development density that will increase multimodal transportation, including walkability and increased ridership of public transit to reduce vehicle miles travelled. Replacing septic systems with centralized wastewater facilities will improve local ecology and enhance community health Puget Sound Water Quality – Improving wastewater infrastructure to address water quality problems has been identified as a priority in the Hood Canal Action Areas by Puget Sound Partnership. Replacing septic systems will help protect harvestable shellfish beds Chimacum Creek and Salmon Habitat – According to Jefferson County Public Health, “a high density of septic systems is a problem in the watershed and a solution could be centralized wastewater services. Additionally, reclaimed water from the Port Hadlock Wastewater Facilities will recharge Chimacum Creek during periods of low water flow to support habitat and salmon.” Washington State Communities Benefitted by This Request Cities, counties (if multiple), regions etc. Jefferson County and specifically the Port Hadlock Urban Growth Area of Jefferson County. Economic/Community Impact Briefly describe the economic and/or community impacts of this project. For many projects this impact can be expressed in the total number of jobs and economic activity created and/or sustained directly and indirectly, or investment stimulated. A wastewater system in the Port Hadlock area will provide opportunities for job creation and economic development by allowing more intense use of properties.  Below are business owner/agency statements on direct benefits of having a wastewater system: Jefferson County Habitat for Humanity –An additional 10 – 15 homes could be built. Northwest School of Wooden Boatbuilding –Create greater capacity for student housing that is presently a barrier to enrollment. Inn Properties, LLC (Old Alcohol Plant) – Immediate development of a new hotel/hospitality complex estimated at $25 - $30 million. Expansion would increase gross revenue by 125 – 150% resulting in 60 construction/20 staff positions. DBA Dentistry Northwest – Expansion with an investment of $300,000, 4 new staff.  Olympic Equipment Rentals – Expand existing business/develop new business, add 8 jobs to workforce.  Invest $250,000 when sewer is available. Underused property within Core Area – Owner indicates developing new business on property - 10 new jobs with $100,000 investment. US Navy, Naval Magazine Indian Island –Providing wastewater service to the Port Hadlock critical to the Navy’s mission of military resiliency.  The urban services area adjacent to Ordinance would provide workforce, shopping, and housing. Affordable Housing - Olympic Community Action manages apartments in area. Lack of sewer reduced number of units due to zoning restrictions and land being consumed as septic fields. Sewer frees up existing unused property for more senior housing, a Habitat for Humanity community, and/or replacing homeless temporary housing with permanent housing.
