No. What is the project purpose? (e.g. drinking water, wastewater, stormwater, and/or water quality protection?) Wastewater Is this request seeking funding for planning and design, construction, or both? Construction Is the preliminary planning and engineering design completed for this project? Facility Plan was approved by Ecology February 2021 and Final Design is Ccurrently underway with scheduled completion by March 2022. When will this project be ready to proceed to construction? January 2023. What is the total estimated cost of the project, based on the facilities plan or preliminary engineering report? $24.1 million What is the amount requested? $2.5 million Please list any funding received from federal appropriations, including the fiscal year and source of funding (Clean Water SRF, Drinking Water SRF, STAG Grants, USDA Rural Development Program, FEMA, or others)? None currently. The project received $970,000 from a STAG grant in 2011 for design work and $25,000 from USDA Rural Development in 2011 for NEPA processing. These are project development costs not included in the current estimates going forward. Does the community have a financing plan certified by an authorized local official demonstrating how it will cover the matching funds of 20% or more? Matching funds in the amount of $21.6 million have been secured from the State of Washington through a direct appropriation. What are the anticipated non-federal sources of funding? State of Washington direct appropriation. There is a requirement for congressionally directed spending that the federal cost share for any state or local water infrastructure grant is 20%. For example, a $1 million project could receive a maximum of $800k. Further, in almost all cases, other federal funds cannot be used to meet the remaining 20% share. Please further note that only the non-federal portion of assistance provided by a State Revolving Loan Fund can be applied towards a project’s matching requirement. Can you please verify that your project meets the above guidelines? State and local matching funds will greatly exceed the 20% minimum cost share for this project.
