MINUTES
Joint Special Meeting on Redistricting Alternatives
Jefferson County Board of County Commissioners,
Port of Port Townsend, and
Jefferson County Public Utility District
Tuesday October 26, 2021 at 5:00 p.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA (Virtual)
CALLS TO ORDER: The Joint Special Meeting of the Jefferson County Board of
Commissioners, Port of Port Townsend and Jefferson County Public Utility District(PUD)No. 1 was
called to order by each jurisdiction at 5:00 p.m. The following members and staff participated remotely
and introduced themselves:
Jefferson County Board of Commissioners: Chair Kate Dean, Commissioner Heidi Eisenhour, and
Commissioner Greg Brotherton. Staff present: Interim County Administrator Mark McCauley and
GIS Coordinator/Administrator Kevin Hitchcock.
Jefferson County Public Utility District (PUD) No. 1 Board of Commissioners:
Commissioner/President Dan Toepper, Commissioner Jeff Randall, Commissioner Kenneth Collins.
Staff present: PUD General Manager Kevin Streett.
Port of Port Townsend Commission: Commissioner Pam Petranek and Commissioner Bill Putney.
PRESENTATION re: Jefferson County Redistricting Alternatives: Commissioner
Eisenhour and GIS Coordinator/Administrator Kevin Hitchcock gave a presentation on three alternatives
for consideration during the Redistricting process.
PUBLIC COMMENT PERIOD: Three individuals provided comments and suggestions
on the proposed alternatives.
DISCUSSION re: Redistricting Alternatives: The Jefferson County Commissioners,
Port of Port Townsend Commissioner, Jefferson County Public Utility District and staff discussed the
three options. Commissioner Eisenhour stated that Alternative #1 looked the most promising to
everyone. She will work with staff to create a revised Alternative #1. There will be a hearing on the
matter in December, 2021.
NOTICE OF ADJOURNMENT: The meeting was adjourned at 6:01 p.m.
