CALL TO ORDER: Jefferson County Commissioner/Rotating Chair Greg Brotherton the
Regular Meeting to order after confirming there was a quorum. He noted that the agenda stated it
was a Special Meeting, but that this was a regularly scheduled meeting. Also present at the
meeting was Facilitator Lizanne Coker and Interim Jefferson County Administrator Mark
McCauley.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: Five individuals provided
comments and the Task Force members responded to those comments and concerns raised
during the Public Comment Period.
APPROVAL of MINUTES: Member Teal moved to approve the Regular Meeting Minutes of
August 11, 0221 and Special Meeting Minutes of September 15, 2021 as presented. Member
Cochrane seconded the motion. The motion carried.
DISCUSSION re: Financial Report on Fund 148 and Fund 149: Interim County
Administrator McCauley reviewed updated spreadsheets on the funds with the Task Force
members.
PRESENTATION by the City of Port Townsend Planning Department: City of Port
Townsend Planning Manager Lance Bailey provided information Evans Vista, a higher density
residential neighborhood in Port Townsend. He answered questions posed by the Task Force.
UPDATE re: Interlocal Agreement(ILA): Rotating Chair Brotherton and Port Townsend
Mayor/Task Force Member Sandoval provided an update on the ILA process. There may be a
restructuring of the Task Force and Joint Oversight Board, and frequency of meetings.
DISCUSSION re: Subcommittee Team Reports: Rotating Chair Brotherton provided a report
on the Shelter Team. Member Morgan reported that the Homeless Encampment has successfully
relocated to the Mill Road site.
DISCUSSION re: Housing Definition: Facilitator Coker reviewed housing definitions with the
Task Force. She provided an updated housing stock report and presented the 2020 Housing Task
Force Annual Report draft.
DISCUSSION re: Meeting Schedule: Facilitator Coker reviewed the meeting schedules for the
Housing Task Force and the Joint Oversight Board.
DISCUSSION re: Tiny House Action Team: Member Morey and Member Nollette discussed
proposed changes to tiny house shelters.
FUTURE MEETINGS and AGENDA ITEMS: The Task Force discussed future agenda items
which included: A presentation by the Department of Community Development regarding the
Emergency Encampments Ordinance, Peninsula Housing Authority update, and a Homeward
Bound update.
ADJOURNMENT: Rotating Chair Brotherton adjourned the meeting at 4:08 p.m.
