CALL TO ORDER: City of Port Townsend Mayor/Rotating Chair Michelle Sandoval called
the Regular Meeting to order after confirming there was a quorum. Also present at the meeting
was Facilitator Lizanne Coker.
APPROVAL of MINUTES: Member Brotherton moved to approve the Regular Meeting
Minutes of October 13, 2021 as presented. Member Smith seconded the motion. The motion
carried.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: One individual provided
comment regarding emergency housing.
DISCUSSION re: Financial Report on Fund 148 and Fund 149: Facilitator Coker reviewed
the funds with the Task Force.
PRESENTATION re: Housing Codes with Department of Community Development (DCD)
Director Brent Butler: DCD Director Butler reviewed Jefferson County Housing Codes,
housing and the Port Hadlock Sewer, as well as the impacts of unplanned growth, and answered
questions posed by Task Force members.
UPDATE re: Peninsula Housing Authority (PHA): PHA Executive Director Sarah Martinez
provided information on the history of the PHA, Section 8 housing, current wait lists, as well as
the current projects in Clallam County and possible projects in Jefferson County. Due to the
length of time spent on this topic, Rotating Chair Sandoval polled the Task Force to see if they
wished to continue discussion on the topic and move all items not discussed to the next meeting.
The Task Force agreed with continuing the PHA discussion.
DISCUSSION re: Subcommittee Team Reports: Tabled for a future meeting.
DISCUSSION re: Housing Definition: Tabled for a future meeting.
FUTURE MEETINGS and AGENDA ITEMS: The Task Force agreed to put the following
items on future agendas: Subcommittee Team reports, Housing Definition, and ILA update.
ADJOURNMENT: Rotating Chair Sandoval adjourned the meeting at 3:59 p.m.
