HomeMy WebLinkAboutEnvironmental Health Code Compliance Specialist Jefferson County Job Description: Code Compliance Specialist JEFFERSON COUNTY Job Description Job Title: Code Compliance Specialist Department: Public Health Division: Environmental Health Reports to: Environmental Health Manager and/or Director,Environmental Health and Water Quality FLSA Exempt: No Union: UFCW BBP: No HIPPA: No Salary Level: Grade 31 Location: Castle Hill GUI z Approved By: Human Resource Manager t ui �l✓ t Approved Date: December 2021 SUMMARY: Performs a variety of tasks related to seeking compliance with County and State codes related to Environmental Health (EH)Division programs, including but not limited to: food safety, on-site sewage, solid/hazardous waste, zoonotic disease, living environments, and drinking water codes. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Customer Service—Receives and responds to complaints and inquiries by telephone, in person, electronically and by mail from internal and external customers. Assists EH and Department of Community Development(DCD) staff with coordination of code compliance cases. Seeks status updates from parties associated with code compliance cases. Assists the public with general understanding of code requirements, how to achieve and maintain compliance, and with permit application procedures. Investigation- Works with EH and DCD staff to determine whether complaints/inquiries are code violations by researching records to determine property ownership, permit and zoning history, and legal descriptions. Coordinates and/or conducts on-site field inspections, and researches codes and pertinent administrative and hearing decisions and case law. Coordinates and/or conducts follow-up investigations. Record Keeping- Sets up initial case file as required. Gathers and maintains evidence and case documentation such as field inspection notes, photographs, and correspondence that may be admissible in court. Develops and maintains case files and database system. Communication—Coordinates with EH and DCD staff, and other departments and agencies. Determines, recommends, and coordinates appropriate actions to be taken on a case-by-case basis, establishes the time frame for compliance and/or legal actions until case resolution is completed. Page 1 of 5 Jefferson County Job Description: Code Compliance Specialist Prepares and issues notices and orders that meet requirements of County code outlining the violation, corrective action required, fines and penalties, appeal options, and timeline for compliance. Provides guidance and information to the public (at the counter, in the field, through correspondence, and via social media, website, and newsletters)to educate and explain code requirements to property owners, building contractors, and other interested parties. Presents oral and written testimony at trials or hearings. Prepares written reports. Program Development- Keeps current on changes in County and State codes and policies through continued education (seminars, classes, meetings) and by reading applicable material.Assists in code development and with the creation, editing and renewal of Board of Health policies and departmental guidance documents. SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Bachelor's degree(B.A. or B.S.) in a criminal justice, law enforcement or law related field with experience in related code compliance involving extensive public contact and field inspections/investigations. OR Associate's degree (A.A.) or equivalent from two-year college or technical school in law enforcement, paralegal or similar discipline and two (2)years related field experience in code enforcement, including direct contact with the public in an inspection or enforcement area, building, planning, or environmental sanitation,paralegal, or criminal justice position. OR Equivalent combination of education and experience. LANGUAGE SKILLS Ability to read, analyze, interpret and apply adopted environmental health codes, rules, regulations, laws and procedures; ability to read and interpret permit application materials; ability to communicate effectively both orally and in writing. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as square footages, proportions, percentages, Page 3 of 5 Jefferson County Job Description: Code Compliance Specialist area, circumference and volume. Ability to apply concepts of basic algebra and geometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILTIY Ability to deal with problems involving several concrete variables in standardized situations. Ability to deal with difficult individuals. COMPUTER SKILLS Knowledge of MS Word, word processing software, MS Excel, spreadsheet software, MS Access database software, Internet Explorer software, and mapping and permitting software. Knowledge of EnerGov permitting software is desirable. CERTIFICATES,LICENSES,REGISTRATIONS Valid Washington State Driver's License OTHER SKILLS AND ABILITIES Must have ability to use tact, diplomacy, discretion, patience, and courtesy in dealing with citizens and property owners who may be uncooperative or hostile regarding enforcement of regulations. Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports. Needs ability to quickly grasp new techniques;remain calm in stressful situations, and relate to various personality styles in a calm, professional manner. Must understand the need for maintaining confidentiality of sensitive information. Ability to work independently and must be self-motivated to complete required deadlines while simultaneously completing other tasks.
