She also said that the SMP should require conditional use permits with public hearings for geoduck cultivation in areas that have not previously cultivated geoducks. She would support public hearings before granting permits for geoduck farming. • Bruce Case agreed supports public meetings before permitting additional geoduck farms • Steve Ditmar shared how the geoduck farm adjacent to his tidelands impacts his property. He supports public hearings before permitting geoduck farms. • Jan Wold supports more public review of geoduck farming to protect this tideland. • Marilyn Showalter urged the Planning Commission to adopt stronger geoduck provisions, particularly public hearings for all geoduck conditional use permits. She also requested the Planning Commission change its online meeting format to ease public comment and participation. • Dionne Taylor shared that the Comprehensive Review previously established strong regulation of geoduck farming that complies with state and county regulations. Commissioner Nilssen asks if it would be during the usual meeting time. Planner Peterson says ideally it would be the same day but last longer than a usual meeting. Present Commissioners are all able to attend February 2nd if the retreat starts earlier than a meeting but still ends at 7:00 PM. Planner Peterson will bring a full proposal for the retreat to the next meeting. Commissioner Sircely voices support for an in-person retreat in a large space, ideally near some of the projects the Commission reviews. b.Planner Peterson —Update on public outreach and RFP. DCD submitted an RFP for consultant support on the legal lot of record issue to approximately 350 area consultants with a closing date of December 3rd, 2021. DCD received no proposals and is considering a new approach to make a more appealing request. One option would be combining the Board of County Commissioners’ authorized funds of $15,000 with Department of Ecology grants funds in a new RFP and handling the outreach in-house with support from the Planning Commission. The economic analysis for the Legal Lot of Record issue is complimentary to the technical work consultants will contribute to the FCAAP grant because both projects consider: a.) impacts to lower income communities in subdivisions platted prior to 1971, and b.) participatory planning efforts in the identification of upland areas suitable for development as an alternative to plats within flood hazard areas.
