Statement of Issue: Change Order No. 1 with Bruch Ft Bruch Construction, Inc. for Oil
City Road Ruby Creek Emergency Washout Repair, Project No. 18021020, County Road
No. 134309.
Analysis/Strategic Goals/Pro's Et Con's: The objective of the project was to restore
access to homes and residents stranded on the west end of Oil City Road by the
washout at Ruby Creek. The initial cost estimate used for the contract amount was
based on limited information at the time.
Fiscal Impact/Cost Benefit Analysis: This change order will increase the total
contract amount by $40,775.05 from $154,000.00 to $194,775.05. This repair may be
included in a Federal Disaster Declaration for the November 2021 storm event. If so
most of the cost may be reimbursed by FEMA public assistance grant funds. The repair
has been completed.
Recommendation: Public Works recommends that the Board execute all three (3)
originals of Change Order No. 1 with Bruch & Bruch Construction, Inc. and return two
signed (2) originals to Public Works for further processing.

This change order will make the following changes to the contract:
In late November, 2021 the Oil City Road roadway prism and culvert at Ruby Creek were destroyed
by high flows in the Hoh River and Ruby Creek that resulted from storm events earlier in the month.
The washout left residents on Oil City Road west of the washout stranded without access to stores,
medical facilities or emergency services, To initiate the repair as soon as possible, Jefferson
County Public Works estimated the cost of the repair and the contract amount without complete or
accurate surveys of the damage. The washout repair is now complete and the materials and labor
and equipment time required exceeded the inital estimate by $40,775.05
