HomeMy WebLinkAboutBOCC/CA Human Resources Analyst JEFFERSON COUNTY Job Description Position: Human Resources Analyst Department: Commissioners—County Administrator FLSA Exempt-Administrative Annual Hours worked: 2080 UNION: Exempt(Confidential) Exempt Salary System Grade: 15 Approved: January 2022C1 1.0 MAJOR FUNCTION AND PURPOSE 1.1 This position provides administrative,technical and analytical support in a variety of areas including,but not limited to: recruiting and selection,position control and history,workers compensation, FMLA,training and development,and other complex and sensitive Human Resources related assignments.This position works from the premise that it exists to provide service and guidance to the County, elected officials,department heads, supervisors and employees by providing personnel management support.Work in this position involves the use of independent judgment and autonomy in analyzing problems and making recommendations on HR issues. This position requires a mix of functional and technical skills for day to day management and implementation of the County's HRIS system and application. 2.0 SUPERVISION RECEIVED 2.1 Persons in this position are given significant discretion,within the scope of policy and regulations, in the performance of their duties;work independently once trained;receive supervision from the Human Resources Manager. 3.0 SUPERVISION EXERCISED 3.1 This supervise position does not others and works as part of Human Resources team. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Receive and process personnel action forms for employee status changes including new hires, promotion, salary steps,termination,etc.Verify eligibility and accuracy of personnel actions and correct any errors.Monitor and advise departments of personnel action forms needed. Maintain databases of personnel actions and databases including compensation,benefit and training records.Maintain systems of monitoring actions required on a periodic basis, such as salary increases and evaluation.Assist in verifying accuracy and integrity of transactions in HR/Financial system to ensure proper interface with payroll functions. Correspond closely with Payroll regarding health benefit enrollments,processing new hires/terminations and related issues. 4.2 Conduct new employee orientation communicating information pertaining to medical/dental/vision benefits,deferred compensation,PERS/LEOFF/PSERS requirement,EAP, County policies,and County, State and Federal Required forms.Enter new employees in financial system databases for reports, surveys,etc. 4.3 Assist in FMLA documentation,meeting with employees and coordinating with Departments/Payroll. 4.4 Maintain mandatory training records; enter records into database; communicate with department heads, supervisors and employees regarding training requirements. Jefferson County Job Description: Human Resources Analyst 4.5 Assist the HR Manager in administering Drug&Alcohol Testing Program, including the random, reasonable suspicion,pre-employment and post-accident drug and alcohol process. Coordinate and facilitate department and employee impacts of positive test results,return to work and last chance rules. Coordinate Commercial Driver License Drug&Alcohol Program; act as Designated Employee Representative(DER). 4.6 Assist with administration of recruitment activities including preparation of job announcements, advertisement and application packages. May assist department heads,elected officials with the interview process.Interact with the public concerning employment application questions and recruitment and selection process. 4.7 Assist in the research and review,development and implementation of personnel policies and procedures,employee relations programs and other employee communications.Update and maintain HR webpage which may include social media. 4.8 Analyze,research alternatives,propose and recommend improvements to existing human resource initiatives,policies,procedures,equipment and operating systems. 4.9 Assist with L&I response;communicate with workers,and Departments; gather and report information. Gather and provide information to HR Manager. 4.10 Assist in resolution of complaints and grievances; investigate and analyze situations and evaluate information to make recommendations on appropriate course of action. 4.11 Research,prepare and compose letters,reports,notifications and other materials of a confidential nature. 4.12 Participate in self-directed team process to set work level expectations,goals and objectives. 4.13 Process background checks on candidates for employment.Notify Director and Manager of background check results. 4.14 Maintain files in accordance with state retention schedules. 4.15 Maintain an environment that is fair, consistent and transparent. 4.16 Performs other duties as directed. 5.0 COMPETENCY: To perform the job successfully,an individual should demonstrate competence in the following areas: 5.1 Technical Skills— Assesses own strengths and weaknesses; Pursues training and development opportunities; Strives to continuously build knowledge and skills; Shares expertise with others. 5.2 Customer Service—Manages difficult or emotional customer situations; Responds to requests for serve and assistants.Meets commitments. 5.3 Analytical - Synthesizes complex or diverse information; Collects and researches data. 5.4 Problem Solving —Researches, investigates, analyzes and resolves problems in a logical manner. Develops,Meets productivity standards; Completes work in timely manner. 5.18 Safety and Security - Observes safety and security procedures; Reports potentially unsafe conditions;Uses equipment and materials properly. 5.19 Adaptability - Adapts to changes in the work environment; Manages competing demands; Page 3 of 5 Jefferson County Job Description: Human Resources Analyst Changes approach or method to best fit the situation; Able to deal with frequent change, delays, or unexpected events. 5.20 Attendance/Punctuality- Is consistently at work and on time; Ensures work responsibilities are covered when absent; Arrives at meetings and appointments on time. 5.21 Dependability -Follows instructions, responds to management direction; Takes responsibility for own actions; Keeps commitments; Completes tasks on time or notifies appropriate person with an alternate plan. 6.0 REQUIRED KNOWLEDGE,SKILLS AND ABILITIES 6.1 Knowledge of human resource techniques utilized in employee relations,discipline, investigating complaints,recruitment,classification,testing,job analysis,wage and salary administration, record keeping, labor relations and training. 6.2 Ability to understand and consistently apply relevant laws,regulations,resolutions, ordinances, codes,rules,policies and procedures. 6.3 Accountable for specific project steps, works in team environment and participate in the annual training program and annual performance evaluation process. 6.4 Proficient and exceptional communication skills, verbal and written, using a high degree of diplomacy, trust and listening skills. 6.5 Knowledge of personal computer usage and associated programs including word processing, spreadsheet and scheduling software. 6.6 Knowledge of,and ability to keep aware of,changes to federal laws and personnel case law,RCWs, WACs, County resolutions, ordinances, polices and records management which may impact Department,programs, services,and employees. 6.7 Ability to complete assigned tasks within a reasonable period of time and work under pressure and meet established time lines. 6.8 Ability to establish and maintain cooperative and effective working relationships with other employees,applicants, County officials,co-workers, union representatives and the general public. 6.9 Ability to maintain confidentiality of sensitive and confidential information. 7.0 MINIMUM QUALIFICATIONS 7.1 Associate's degree(AA)from an accredited college or university with major course work in human resources,public administration, or related field; and six years related experience; OR Bachelor's degree(BA or BS) in human resources,public administration, or related field; and two Page 4 of 5 Jefferson County Job Description: Human Resources Analyst years related experience; OR Or equivalent combination of education and experience. 7.2 Ability to successfully attend and complete training necessary for functional skills performance, maintenance, and improvement. 7.3 Valid Washington State Driver's License with a driving record free of serious or frequent violations and ability to maintain a valid license. 8.0 WORK ENVIRONMENT 8.1 Work is primarily performed in the office,but also requires driving to meetings. 8.2 While performing the duties of this job the employee is regularly required to talk and hear; stand, walk, sit,use hands to finger,handle or feel objects,tools or controls. The employee is occasionally required to reach with hands and arms; climb or balance; and stoop,kneel,crouch, or crawl.The employee must frequently lift and/or move up to 35 pounds. Specific vision requirements include: close vision,distance vision, color vision,peripheral vision,depth perception,night vision,the ability to read small print and the ability to adjust focus. 8.3 The noise level in the work environment is usually moderate.
