Quorum Determination: There is a quorum.
Approval/Correction of Draft of Minutes for 9/23/2021 Regular Meeting: Tracy asked that the word dump be
changed to drop-off in fourth paragraph under Committee and Public Open Discussion. Bart moved, Lisa
seconded, and the motion was carried to approve the Sept. 23 minutes as written with that change.
Correspondence received for discussion: None.
NEW BUSINESS
1. Feedback/Questions from SWAC on the staff report
Discussion focused on the 2010 Food Waste Diversion Estimate table on page two of the report. Al said a
couple of the underlying calculations need to be adjusted. He will provide the updated figures to the
SWAC. Key points of the discussion were:
• Centralized food composting model versus a decentralized model, evaluating benefits of one
model over another.
• What one thing could be improved to make this work? Al said the centralized model has to
demonstrate that it would lower Co2 emissions more than other models.
• Could diversion rate be raised if the City is involved? Al said most rural areas don’t have a
centralized composting facility.
• Could we have a local facility? County doesn’t have infrastructure or funding for this.
• All issues resolved as part of planning process for new facility.
2. SWAC membership
Al thanked everyone for the timely responses to renew memberships and for their public service.
3. Capital Facility Replacement Planning Process & SWMP Update
Al presented Excel spreadsheets showing a draft of the process and a list of tasks from 12/31/2021
through 2027 which includes assembling a task force if the BoCC chooses to do so. SWAC
representation on a task force, if convened, will be dependent on the BoCC’ s preference. An informal
poll was taken and a majority of SWAC members indicated they would like to be involved.
4. 2022 SWAC Meeting Dates Al asked if SWAC wanted to consider a quarterly schedule. Response was
that six was the minimum needed to be productive especially with CROP deadline coming up. Al said
staff reports may be abbreviated because his focus will be on planning for the facility replacement. Bart
asked that January 2022 meeting be held on January 20 so he can attend. The other dates look fine. Bart
moved to approve the new schedule, Glenn seconded it, and the motion was carried to approve the dates
for the 2022 regular meeting schedule.
5. CROP Final Draft Review
There has been a good review of this to date including by David Pater. David said it looked good. Lisa
asked for clarification on Table 4 as to what the percentage refers to. Laura suggested homes surveyed.
David said it is in preliminary final review. Waiting for Peter Guttchen to review, then formal comments
back to Al, and final approval. Laura asked if SWAC needs to vote on approving the draft. Bart motioned
to approve it, Tracy seconded the motion, and the motion was carried to approve this final draft of the
CROP.
6. LSWFA Grant Agreement
Laura thanked David Pater for his assistance. Hope to have grant approved by end of December 2021.
Proposed grant has four main tasks:
• Hazardous Waste Reduction in homes and gardens
• Food Waste Reduction with focus on Business, School, and Residential composting
• Business Waste Reduction: Change out plastic and non-compostable and non-recyclable
packaging
• Supporting CROP
7. Artist in Residency Program
Tracy said progress is slow but steady. Propose a four-month cycle with three months for gleaning from
the Transfer tipping floor and then a month to exhibit. Also includes education on recycling. Spent time in
September and early October with staff on the tipping floor going over safety and other aspects. A
handbook is being developed for artists to address safety and other aspects, and a draft will be given to Al
for review. Hope to start the program June 2022.
8. Partner Updates
a. Skookum – no Skookum representative at meeting.
b. Waste Connections/Olympic Disposal, Chad Young – Volume still up considering time of
year.
c. City solid waste/recycling/composting – no City of Port Townsend representative at meeting
9. Recycling Educational Materials (SWAC brainstorming)
Laura showed the current recycling flyer. Goal is to make the messaging clearer when we change to
accepting only bottles and jugs as plastics next year. She showed examples of flyers with clearer and
simpler messaging. We want to make it clear we have a different program with the reduction in the
types of plastics accepted. Tracy liked the first example and said it looked completely different. The
new recycling contract doesn’t start until April 2022, but we need to start developing a new flyer by
the first of the year. Chad said to get the flyer to him for Waste Connections to send out in billing in
March or April. David Pater said State CROP has a lot of examples that might help in developing a
new flyer. Al has budgeted for two advertising cycles in the Leader and PDN to announce the change
and briefly describe why it is happening. Laura will be working on a new version in the next few
weeks.
