RESOLUTION NO, 3-00
WHEREAS, the Chehalis Basin Partnership was formed in 1998, amongst the
many county, municipal and tribal governments of the Chehalis River basin and WRlAs 22
& 23; and
WHEREAS, Lewis County was designated by these governments as lead
entity for purposes of pursuing and administering watershed planning grant funding and
salmon enhancement grant funding for the basin partnership; and
WHEREAS, Lewis County desires to transfer and Grays Harbor County
desires to accept lead entity status for purposes of grant administration for the Partnership;
and
WHEREAS, this legislative body has determined that such transfer of lead
entity status from Lewis County to Grays Harbor County and amendment of its prior
Resolution regarding ratification of lead entity status is in the best interest public interest.

NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of
Jefferson County that Grays Harbor County is hereby designated as the lead governmental
entity for the Partnership, and the prior designation of Lewis County as lead entity under
Resolution No. 70-98 is hereby repealed.

I have been informed that Lewis County desires to withdraw as lead entity for purposes of
grant administration for the Chehalis Basin Partnership, and Grays Harbor County has
graciously offered to assume the grant funding responsibilities for all current and future
watershed planning and salmon recovery enhancement grants. As a courtesy to the
Department of Fish and Wildlife, this office agreed to assist in facilitating this transfer.
To formalize this transfer, it would appear that your prior designation of Lewis County as
lead entity would need to be repealed and the designation of Grays Harbor County as new lead
entity formally ratified, As a courtesy to you, this office has drafted and enclosed a proposed
Resolution which would serve to memorialize this transfer of lead entity status by your
government. Once adopted, a copy should be forwarded to Grays Harbor County, which will be
replacing Lewis County as custodian of the documents on any grant programs,

In the Matter of Jefferson County Support for the
designation of Lewis County as the Lead Governmental
Entity for the Purpose of a Salmon Enhancement Grant for
WRIA's 22 and 23.
RESOLUTION NO 70-98
WHEREAS, the Chehalis Basin Partnership is a multi-governmental group that shares an interest in sound
management and stewardship of the Chehalis River Basin's natural resources; and,
WHEREAS, the purpose of the Chehalis Basin Partnership is to designate a planning unit and lead agency
to assess and manage the water resources of the basin and to pursue strategies within the basin which include the key
elements of flood reduction, fisheries, recreation, water quality and water quantity; and,
WHEREAS, Lewis County has been recognized by the Chehalis Basin Partnership and by Jefferson County
as the lead agency to in pursuing watershed planning grant funding (under ESHB 2514) for Water Resource Inventory
Areas (WRIA's) 22 and 23, the Chehalis River Watershed; and, .
and,
WHEREAS, the watershed planning grant for WRlA's 22 and 23 includes an evaluation offish habitat;
WHEREAS, the State Legislature also passed a salmon enhancement project grant program under ESHB
2496, which may provide funding to designated lead agencies to undertake salmonid habitat restoration activities that
address factors limiting to fish; and,
WHEREAS, funding efforts can be most effectively utilized when duplication can be eliminated and
efforts are coordinated; and,
WHEREAS, the Chehalis River watershed (WRIA'S 23 and 23, including all of its major tributaries) in
the anadromous fish zone will be the target for the development of a restoration plan and specific projects to be
implemented under the Salmon Enhancement Grant Program (authorized under ESHB 2496)
NOW, THEREFORE, BE IT RESOL VED by the Jefferson County Board of County Commissioners that
they support Lewis County being designated as the lead governmental entity for the purposes of the Salmon Enhancement
Grant application for Water Resource Inventory Areas (WRIA) 22 and 23.
