I . ,,- STATE OF WASHINGTON COUNTY OF JEFFERSON In the matter of: } } The Olympic Gateway Visitor Center} for Jefferson County: } RESOLUTION NO. 12-00 WHEREAS, the Economic Development Element of the Jefferson County Comprehensive Plan, Goal EDG 3.0, encourages the establishment of a Targeted Industry Program that promotes Jefferson County's strengths and advantages in specified industries, including tourism, WHEREAS, the Economic Development Element of the Jefferson County Comprehensive Plan, Goal EDG 8.0, encourages the development of tourist and tourist-related activities as a provider of employment and business opportunities in Jefferson County, and whereas Goal EDG 8.0 specifies policies including: EDP 8.2 Encourage local efforts to improve and market visitor services. Promote the North Olympic Peninsula Visitor and Convention Bureau in its efforts to market the region. EDP 8.3 Encourage efforts to develop, refurbish, and maintain scenic open space, cultural, historic and heritage resources that are attractive to both local residents and visitors. EDP 8.5 Encourage public access to water bodies and scenic drives through signage, maps, scenic pull-offs, public information services and other means of identifying areas and features of interest. EDP 8.6 Develop, enhance and promote Jefferson County's visitor, cultural, historical, entertainment, and recreational facilities and attractions to foster tourism. WHEREAS, the proposed Olympic Gateway Visitor Center project will draw attention to and provide information about Jefferson County's cultural, historic, recreational and natural resources, and will draw travelers on State Scenic Highway 104 to the opportunities that Jefferson County provides, WHEREAS, the Board of County Commissioners has previously approved designation of a portion of the Lodging Tax receipts to support planning of the Olympic Gateway Visitor Center, and has approved a Lodging Tax budget allocating $5000 toward project costs, WHEREAS, the Board of County Commissioners has authorized the preparation and presentation of an application to the Peninsula Regional Transportation Planning Organization for a .'" ' RESOLUTION NO. 12-00 PAGE 2 ~ . <0'" ~-', grant to pay for Planning and Preliminary Engineering of the proposed Olympic Gateway Visitor Center, and said Peninsula Regional Transportation Planning Organization has approved and recommended funding ofthat work in the year 2000, WHEREAS, Olympic Resource Management Company has stated in writing the willingness of the Company to donate land for the construction of such a facility at the intersection of State Route 104 and State Route 19 in Jefferson County, and, WHEREAS, State and Federal funding may be available to cover not less than 80% of the cost of development of the Olympic Gateway Visitor Center, NOW, THEREFORE BE IT RESOLVED and declared that The Olympic Gateway Visitor Center project advances the Goals and Policies of the Comprehensive Plan, and is a worthy use of County resources and the attention of County staff, IT IS FURTHER RESOLVED that the Department of Public Works is authorized to research and apply for grant funding of the project, to negotiate contracts for services in connection with planning and design of the facility, and to perform such other functions as are necessary to advance the project, provided that all contracts and other instruments obligating the County to others shall be brought to the Board of County Commissioners for approval and signature before becoming effective.
