IN THE MATTER OF EXTENDING}
the Emergency Interim Official Controls}
Ordinance (EICO), for an additional six}
Months per Chapter 36.70A.390 RCW }
Resolution NO.l3 -00
The Jefferson Board of County Commissioners hereby enters the following findings of fact in
support of extending this Ordinance for a period of six months per the provisions contained in
Chapter 36.70A.390 RCW.
1. The Board of County Commissioners adopted the Emergency Interim Controls Ordinance
(EICO) on August 28, 1998 to provide interim development regulations to ensure land use
decisions were consistent with the Jefferson County Comprehensive Plan adopted on that
same day and with the intent of the Growth Management Act (GMA).
2. The Board intends this Ordinance to serve as an interim measure subject to repeal and
replacement at the time the County adopts final development regulations to fully implement
the County's adopted Comprehensive Plan.
3. The County intends to adopt final Development Regulations through an RFP process and
subsequently engaging consultant services in accordance with a work plan being prepared by
the Jefferson County Department of Community Development.
4. On February 22, 1999, the Board extended the effective date of the EICO for a period of six
months in compliance with the requirements contained in Chapter 36.70A.390 RCW.
5. On August 23, 1999, the Board extended the effective date of the EICO for another period of
six months in compliance with the requirements contained in Chapter 36.70A.390 RCW.
6. To ensure land use decisions continue to be consistent with the County's Comprehensive
Plan and the intent of the Growth Management Act, the BOCC finds that it is necessary to
extend the effective date of this ordinance for an additional six-month period.
7. The maintenance of effective and responsible County govemment requires immediate
extension of the effective date of the EICO.
8. The Board finds that the extension of the effective tenn of this Ordinance is in the best
interests of the public health, safety and welfare ofthe County as a whole.
9. A public hearing will be held within sixty (60) days.

NOW, THEREFORE, BE IT ORDAINED, Ordinance No. 06-0828-98 is readopted in its.
entirety and shall remain in effect until such time as final development regulations are adopted or
six (6) months from this date whichever occurs first.
