Agenda Date: January 24, 2022 Subject: Planning Process for Solid Waste Facilities Replacement Statement of Issue: The Jefferson County Solid Waste Transfer Station and Quilcene Rural Drop Box site were constructed in 1993 following the closure of the County landfill just outside of Port Townsend. These facilities are reaching their engineered lifespan and capital expenditures will continue to increase as their lifespan is extended. Public Works will begin a planning process in 2022 to identify the conceptual design, location and funding mechanism to modify or replace the current facilities. This preliminary process is expected to take a minimum 24 months with the modification or replacement of the facilities expected to take 60 to 84 months to complete. Analysis/Strategic Goals/Pro's £t Con's: Solid waste management facilities serve all Jefferson County residents so it follows that the design, location and financing of these facilities should be guided by a robust public process. Public Works would like to draw on the insight of a broad array of facility customers and local subject matter experts. Public Works requests that the Board of County Commissioners form a Solid Waste Facilities Task Force by resolution and direct Public Works on the appointment of persons to the Task Force. A draft resolution is attached for reference. Fiscal Impact/Cost Benefit Analysis: This project has been budgeted for in the adopted 2022-2023 budget with expenditures estimated at $257,554. Funding for the project is from a transfer of County ARPA funds to the Solid Waste Fund and from revenues from solid waste tipping fees.
