RESOLUTION NO 69-00
WHEREAS, on January 26,1998 the County entered into an agreement, which was then
amended on March 20, 2000, with the Jefferson County Service Officers Association for administration
and oversight of the Veterans Relief Fund and the investigation and review of applications for Veterans
Relief; and,
WHEREAS, since the implementation of the application investigation and review process
by the Jefferson County Service Officers Association, including use of the criteria and procedures that
govern expenditures for individual Veterans from the Veterans Relief Fund, the administration of this
process has proved to be effective; and,
WHEREAS, the Service Officers Association has determined that the amount currently
being provided for burial expenses is not adequate to cover actual costs.
NOw, THEREFORE, BE IT RESOL VED, by the Board of County Commissioners that
the burial benefit for indigent Veterans be and hereby is increased from $300.00 to $500.00; and that an
amendment to the agreement between the Jefferson County Services Officers Association and Jefferson
County be executed to reflect this revision.

MINUTES
Service Officers present: Patrick Bowen, VFW 7498; Don Buchman VFW 10706; Bob Farr,
VFW 7014; and Delmer Sayer, VFW 7498
Others present: Charles Saddler, Jefferson County Administrator; Lorna Delaney, Clerk of the
Board; and Julie Matthes, SOA Support Staff
Millage Rate for 2001 Budget: Chairman Patrick Bowen opened the meeting. Mter a brief
discussion regarding raising the millage rate for the Veterans' Relief Fund in the 2001 budget,
Chairman Bowen moved to raise the millage rate to .00105. Bob Farr seconded the motion
which carried by a unanimous vote.
Re-setting Maximum Dollar Amountfor Burial Benefits: Bob Farr stated concerns regarding
the current $300 for Veterans' Relief burial benefits. Several of the Service Officers cited the
inflationary cost for this service and the fact that several other counties pay Veterans' families up
to $600 for this benefit. There was also a discussion about whether this benefit could be made
available for all veterans or if the indigent criteria is necessary. The Service Officers asked that a
request for a legal opinion be sent to the Prosecuting Attorney regarding this matter.1 Bob Farr
moved to raise the amount for burial benefits to $500 if the Prosecutor's Office agrees that the
change is permitted under the RCW. Delmer Sayer seconded the motion which carried by a
unanimous vote.
Initial Fax Line Expenditure at VFW 7498; Port Hadlock: Chairman Patrick Bowen explained
that Delmer Sayer has a computer and office at the VFW in Port Hadlock where he schedules
two days a week helping local Veterans utilize the benefits that are available through the VA. A
dedicated telephone line for the computer and fax has been installed. The cost of installation
was $270.94. Patrick Bowen stated that Veterans from all over the County are able to use this
service and that this would be an appropriate expenditure of Veterans' Relief Funds. Mter a
discussion to clarify this one time expenditure, Bob Farr moved to approve the request to pay for
the installation of the dedicated telephone line at the Port Hadlock Post. Don Buchman seconded
the motion which carried by a unanimous vote.
County Administrative Support Services: Robert Farr moved to reimburse $500 to the County
Commissioners Office for support services and supplies. Don Buchman seconded the motion
which carried by a unanimous vote.

IThe Prosecuting Attorney's Office has responded that the RCW states that these funds
are only for indigent Veterans.
