Dear Mr. Sheppard„
Brad may want to hang on to,what he has drafted until he gets my letter as it may help frame his responses. However, if
Brad wants to send in his responses to the comments prior to me sending out a county letter, I will take his input into
consideration and adjust my letter accordingly.

I know Brad is working on responses to specific things raised in the comments. Is there any value in responding before
the DCD requests more information, or should we just hold off on that until we hear back from you?

Hello Ken,
There is no deadline for you at this time to submit your responses to the comments. The next step is for me to begin a
thorough review the comments, which will likely result in DCD requesting additional information. As noted below, I
intend to start reviewing the comments by the end of this month and to send you a letter requesting additional
information in November. You will have 90 days from the time I send the letter to respond.

Thanks for the link, Donna —
We are in the process of going through the comments and preparing responses. As you can imagine, it is taking time to
do that.
Is there a deadline for submitting those responses?
Also, what is the next step in the process at this point?

Thanks, Donna —
I suspect most of these comments are from the same people who have submitted comments on the DOE 401
certification and the COE individual permits. Are you able to forward the comments to me for response before you
review them in detail? I expect many of the issues they address are the same ones raised in these other proceedings,
and I expect I can put together our responses relatively rapidly based largely on those earlier responses.
