The Department of Community Development is in the process of reviewing your applicatinn The fallowing
information is needed to continue review of your project.
During the notice of application, concerns were expressed about the potential impacts of the proposal on the
shoreline environment. Consider addressing all comments submitted (available online), but at a minimum,
provide responses to the following. Please have your responses correspond with the numbered comments
below.
1. Plastic PVC Tubes: Clarify protocols for recovering plastic PVC tubes that come loose but do not wash up
on the beach (i.e., tubes that remain submerged). Address concerns that plastic accumulates in organisms as it
moves up the food chain.
2. Land Use: Respond to concerns that commercial operations are inconsistent with other land uses in the
area, especially recreational uses at the adjacent county park.
3. Harvestina: Address noise that would be generated from boat motors and hydraulic equipment. Also, clarify
if any hose used during harvesting will be taken through the native eelgrass bed or extend into the 16-foot
setback from the native eelgrass.
4. Nutrient UptakelFpod Chain: Address the potential for the geoduck farm to consume nutrients used by other
organisms and outcompete forage fish.
5. Forage Fish Habitat: Clarify if any forage fish habitat occurs within the area to be planted. Provide an
updated assessment of forage fish habitats in the project and in the immediate vicinity of the project area, and the
potential for those habitats to be impacted by planting geoducks.
6. Listed Species. The following listed species have the potential to occur in the project area but were not
addressed in the Biological Evaluation: fisher (Pekania pennanti), which is a state endangered species, and
common loon (Gavia immer), which is a state sensitive species. Describe habitat requirements for these two
species and determine if the proposal has the potential to affect either of these species or their habitats.
7. Carbon Release: Address the potential for the proposal to release carbon stored in marine sediments.
8. Visual Assessment: Respond to concerns expressed by those who reside in the area about the Visual
Assessment report (Online Exhibit 56, Section E — Aesthetics).
9. Type F Stream. The application states no waterbodies are within 150 feet of the upland parcels; however,
county mapping indicates some of the Smersh parcel 970200001 is within a Type F (fish habitat) stream buffer.
Revise the JARPA and SEPA checklist according to account for the stream being in portions of the project area.
10. Parcel 821334011. Clarify if the boats moored at this parcel owned by BDN LLC will be used as part of the
proposed Smersh geoduck farm. If so, this parcel would need to be addressed as part of the application.
11. JARPA. The JARPA form does not address the upland parcels that will be used in support of aquaculture
operations and some responses need more detail. Review comments received that pertain to this form, revise
as needed, and resubmit the form.

12. Ee/grass Survey. Washington State Department of Ecology (Ecology) provided comments. The
Shorelands & Environmental Assistance division recommended having an updated eelgrass survey completed,
since the most recent one is more than three years old. The Jefferson County Code does not state updated
reports must be submitted every three years so DCD is not requiring another eelgrass survey at this time. It
should be noted that Ecology has final approval of the shoreline conditional use permit and final review of the
shoreline substantial development permit so the applicant is advised to have an updated report prepared.
Should you move forward with having this work completed, please apprise DCD of this decision and submit the
report when complete.
13. Access to lJpja_nd Parcel. There is no known access to the small Smersh parcel on the north side of Shine
Road (parcel 970200001). To access this parcel, options include but are not limited to: (1) Complete a
Boundary Line Adjustment (BLA) permit that DCD issued in 2013 by filing a conveyance deed with the Auditor's
Office; or (2) submit a road approach application to Public Works. Under this option, a revised Stormwater
Calculation Worksheet would need to be submitted for this parcel.
Please submit the above information to the Department of Community Development within 90 days
of the date of this letter which would be 4/13/2022. Please call 360-379-4450 to speak with the
