RESOLUTION NO. 67-99
WHEREAS, Jefferson County has a responsibility to its taxpayers and citizens to assure
that modem loss control practices and security measures are employed in the administration of public
business; and, to comply with the State and Federal regulations that relate to the safety and security of
County employees and the public; and,
WHEREAS, safety and security is a shared responsibility, involving all employees. It is a
matter of personal awareness, teamwork and communication to correct unsafe conditions and to
implement procedures that will prevent accidents and render the workplace safe; and,
WHEREAS, there exists a need to clearly identify and define responsibilities that will
insure, to the greatest extent possible, that Jefferson County meets its duty to maintain a safe work
environment; provide necessary training; protect public buildings and work places from activities which
impacts the safety and security ofthe public and employees; and control the loss oftax dollars resulting
from accidents or acts of workplace violence; and,
WHEREAS, department heads and elected officials need unifonn policies and procedure
upon which to base decisions and avoid duplication of efforts in training, maintenance, fleet safety, fire
control, hazardous materials safety; security and the like; and,
WHEREAS, it is envisioned that certain safety and security procedures will be
appropriate for specific departments, while others should cover all departments; and,
NOW, THEREFORE BE IT RESOL VED, that the combined concerns of safety and
security be addressed in a unified manner. To this end the Central Security/Safety Advisory Board is
hereby established replacing and combining the efforts of the Security Advisory Board and the Central
Safety Committee (as defined in the Jefferson County Safety Manual); and
BE IT FURTHER RESOL VED, the combined efforts of safety and security are a primary
and integral part of every County employees workplace responsibilities. The Central Safety/Security
Committee shall consist of equal representation from management and non-management employees and
include at least one member from the following identified offices, functions or work locations:
Sheriff or designee Law and Justice Group A Commissioner or designee
Facilities Maintenance County Safety Officer County Risk Manager
Representative from each work place Safety Committee located at:
Post Office, Shop, Castle Hill, Courthouse, Sheriff s Office

to:
BE IT FURTHER RESOLVED, the function of the Central Safety/Security Committee is

Oversee operation and revisions of the Jefferson County Safety
Manual to assure it is relevant to address work place safety and
security concerns.
Address safety and security issues referred to the committee through work
place Safety Committees, Elected Officials and Department Heads, and
the public.
