MEMORANDUM
TO:
Jefferson County Board of Commissioners
FROM:
Frank Gifford, Public Works Director / County Engineer Interim
DATE:
October 26, 1999
RE:
County Engineer's Report; Acceptance of roads constructed within the Plat
of Irondale Division 6
Mr. Gene Seton was authorized by the Department to open platted public rights-of-way and
construct the following roads within the Plat ofIrondale Division 6:
. East Island View Avenue adjoining Blocks 134, 135, 141-144, 150-153 and
. North Andrew Avenue adjoining Blocks 134 and 142.
The Department has inspected the roads and determined that Mr. Seton has constructed them to the
following adopted County standards: Compacted sub grade, 6 inches of compacted gravel base, 2
inches of compacted crushed surfacing top course; 18 feet wide traveled way with 2 feet wide
gravel shoulders. Mr. Seton has also placed street signs and stop signs.
General Testing Laboratory has tested the gravel base and top course material and certifies that they
meet WSDOT specifications and the required compaction.
Mr. Seton proposes to reimburse the County for chip sealing the roads. The Department estimates
that this will cost $13,962.00. This estimate includes the actual cost of work plus a 15%
administrative fee. Mr. Seton proposes to have a licensed land surveyor provide plan and profile
record drawings ofthe roads and monument the centerlines as per Department standards. He
proposes that the County accept these roads for inclusion in the road log. An agreement that
formalizes this proposal accompanies this report.
In addition to constructing these roads, Mr. Seton has constructed a water system that will serve the
area. The platted lots served by these roads are being developed with single family residences.
In consideration of the above, I recommend that the Board of Commissioners approve the
agreement with Mr. Seton, accept the roads for inclusion in the road log, and adopt the resolution
authorizing the Department to chip seal the roads.
