Whereas, the City CoWlcil of the City of Port Townsend and the Jefferson COWlty Board of
Commissioners agree the public has an expectation of the respective governmental organizations to
work collectively and coopemtively in the citizens' best interests, and
Whereas, the City Council of the City of Port Townsend and the Jefferson County Board of
Commissioners believe this expectation can be brought forth by the thoughtful examination and
collective action of the common service programs, capital facilities and telecommWlications and
technology services each provides the public, and
Whereas, sharing and jointly developing service programs, capital facilities and telecommunications
and technology services to meet future needs may provide opportunities to reduce costs and provide
more effective customer services, and
Whereas, the City Council ofthe City of Port Townsend and the Jefferson County Board of
Commissioners have individually identified common programs, capital facility and
telecommunications and technology services needs that exceed the respective individual jurisdiction's
ability to pay-
Now therefore be it resolved, that the City Council of the City of Port Townsend and the Jefferson
County Board of Commissioners agree to facilitate and examine joint ventures of all common service
programs, capital facilities and related telecommWlications and technology services whenever
feasible, and
Be it further resolved that Jefferson County Board of Commissioners and the City Council of the City
of Port Townsend hereby direct staff from each agency to develop a working model to evaluate the
means to achieve the spirit of this resolution. '
