HomeMy WebLinkAboutSolid Waste Operations Coordinator Jefferson County Job Description: Solid Waste Operations Coordinator JEFFERSON COUNTY Job Description Job Title: Solid Waste Operations Coordinator Department: Public Works Reports To: Solid Waste Manager FLSA Exempt: NO Union: Teamsters HIPAA: Level 4 BBP: Potential Grade: A4-G Location: Solid Waste Transfer Station Approved By: Human Resource Manage Approved Date: February 2022 SUMMARY: Plans, organizes, schedules, supervises and monitors the operations,maintenance and repair of the County Solid Waste facilities by performing the following duties. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Coordinates, schedules and oversees all solid waste and moderate risk waste handling and closed landfill monitoring activities and assures that work is performed efficiently, safely, and according to guidelines, procedures and regulations. Performs operational tasks including operating various equipment including a loader, 5-yard dump truck, tractor trailer, backhoe,knuckle boom crane,wheel loader and various hand tools. Acts as backup for MRW operations and transfer station scale house operations. Oversees cash handling and credit card transactions in accord with County cash handling policy; monitors and troubleshoots transaction software; and coordinates software repairs and updates or upgrades with software vendor. Oversees maintenance of the Solid Waste facilities to ensure a clean, orderly and neat appearance, performs and or assigns troubleshooting repair and maintenance of Solid Waste equipment and coordinates with ER&R and equipment vendors. Oversees recycling facilities in accord with contract standards. Assigns priority to solid waste projects in coordination with Solid Waste Manager and provides small project support. Responsible for purchasing supplies and soliciting quotes from vendors and contractors in accordance with County purchasing policy; developing specifications and bid packages for capital expenditures; communicating with contractor; monitoring construction schedule, costs and budget. Responds to inquiries, complaints or requests for information from other departments and the general public,providing information within scope of knowledge and authority, or refers to appropriate individual. 1 Jefferson County Job Description: Solid Waste Operations Coordinator Responsible for ensuring staff follows safety protocols. Identifies hazards and works to correct them. Responds to incidents and emergencies affecting the operations of Solid Waste facilities and determines appropriate course of action. Has authority to commit resources to implement action necessary to reestablish safe operating conditions for the situation. SUPERVISORY RESPONSIBILITIES Coordinates the activities of solid waste and moderate risk waste staff by planning, organizing and directing workload and assignments; addresses complaints and resolves problems; and provides training to employees to ensure effective delivery of services by the department. Participates in the hiring of new personnel; maintains training record; recommends additional training required for career advancement; performs annual employee performance evaluations and makes recommendations for step increases. Carries out disciplinary measures assigned by the Solid Waste Manager. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE High school diploma or general education degree(GED); and four(4)years as a Solid Waste Operator III, including at least one(1)year experience as a"Lead." OR High school diploma or general education degree(GED)and eight(8)years related experience and/or training in solid waste, facilities maintenance,or heavy equipment operation including at least two(2)years in a lead or supervisory position; OR Ten(10)years related experience and/or training in solid waste, facilities maintenance, or heavy equipment operation with at least three(3)years in a lead or supervisory position; or equivalent combination of education and experience. LANGUAGE SKILLS Ability to read and interpret documents such as safety rules,operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence.Ability to speak effectively before groups of customers or employees of organization. MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate,ratio, and percent and to draw and interpret graphs. REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.Ability to deal with problems involving several concrete variables in standardized situations. Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance. Knowledge of methods, practices,procedures,tools,equipment and techniques used in the collection, processing, and disposal of solid waste and moderate risk waste, and the collection,process. Ability to be independent and self-motivated and to work under pressure;to complete work within required deadlines,with little direction,while simultaneously completing other tasks. Ability to administer confidential issues in a discreet manner. Ability to maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports and budgets. Familiarity with current ideas, practices,and trends relating to solid waste operations and familiarity with State and County rules, regulations, codes, ordinances and policies.
