SUMMARY: This position is responsible for coordinating solid waste activities. This position
receives general supervision and direction from the Operations Coordinator or Solid Waste Manager.
This position exercises general supervision and provides specific direction to Solid Waste Division
staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Solid Waste Operations
Accountable for solid waste operations, daily operations of facilities, facility and equipment
maintenance,personnel training and development, permit compliance, and communications with
contracted service providers.
Provides proactive evaluation of operations in assigned area. Uses a deep, technical knowledge and a
thorough understanding of material management, equipment operation and repair/maintenance
including emergency-repair activities.
Provides overall jobsite oversight, crew oversight and completion of work in accordance with local,
state and federal agency safety and training requirements.
Administration
Plans and prioritizes work load, schedules,personnel assignments, status of ongoing work and
projects in order to plan activities, including financial management related to the operations
supervised. Assigns specific duties to personnel such as enforcing of agency rules and regulations or
government laws and codes; conducts investigations or research; writes technical, informative or
operational reports and papers; and works on special projects.
Coordinates materials, staffing and equipment for solid waste operations with other agencies or
contracted service providers. Tracks expenditures of labor, materials and equipment, and ensures
accuracy and timely submittal of timecards and other required documentation for assigned crew.
Utilizes computer to complete written reports and prepare basic project budget costs.
Provides small project support including paperwork, purchasing supplies, permit compliance, and
documenting operations. Reviews reports and other records prepared by personnel for clarity,

completeness, accuracy and conformance with agency policy.
Responsible on a primary basis (with assistance from other foremen and lead personnel) for
responding to off-hours calls for service. Triages calls for service and contacts and assigns crew to
work after hours.
Participates in team process to set work level expectations, goals and objectives.
Supervision
Supervises and coordinates activities of assigned crew, using strong interpersonal skills to enhance
crew productivity and cooperation and to resolve employee conflicts and personnel issues. Supports
the crew's work in a team-based environment. Supports the development and cross-training of
assigned crew. Maintains confidentiality of sensitive issues.
Oversees safety of assigned crew, recognizes issues and makes corrections as necessary. Sets a high
standard for safe behavior. Makes safety-related and operationally related suggestions for
improvement. Conducts safety meetings and coordinates incident reports for assigned crew.
Accountable for staff work assignments and work performance. Accountable for specific projects,
working in a team-based environment and participating in the annual training program and
performance evaluation process. Participates in self-directed team process to set work level
expectations, goals, and objectives.
External Relations
Communicates effectively and respectfully with citizens to respond to maintenance requests and
complaints. Investigates and answers action requests in response to external concerns.
Utilizes training and a basic understanding of permitting conditions to request operational variances
from permitting agencies in coordination with the Operations Coordinator or Solid Waste Manager.
Communicates and cooperates effectively with contracted service providers regarding operational
issues.
Operator III
Ability to operate a loader, dump truck and trailer, yard goat, backhoe, knuckle-boom crane,
excavator and other equipment necessary for solid waste operations.
Ability to use hand tools.
Ability to coordinate materials, manpower and equipment for various solid waste operational needs.
Ability to prioritize operations for area of assignment.
Ability to provide small project support, i.e. paperwork, purchasing supplies, permit compliance, and
documentation of operations.
Accountable for specific project steps, work in a team based environment and participate in the
annual training program and annual performance evaluation process.

SUPERVISORY RESPONSIBILITIES:
This position supervises solid waste division staff Responsibilities include assisting the Operations
Coordinator or Solid Waste Manager with interviewing, training, planning, assigning and directing
work. This position leads performance reviews for assigned personnel, assists in addressing
complaints, resolves worksite problems and carries out disciplinary measures assigned by the
Operations Coordinator or Solid Waste Manager.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each
essential duty satisfactorily. The requirements listed below are representative of the knowledge,

EDUCATION and/or EXPERIENCE:
High school diploma or general education degree (GED), with six (6) years' experience in solid
waste management activities or related experience, and demonstrated ability to operate
equipment identified in the Essential Duties and Responsibilities Section of this job description;
includinga minimum of two (2) years progressively responsible leadershipexperience; or,

equivalent combination of education and experience.
Two years assignment or intermittent experience as an Operator III Lead is preferred but not
required.
Demonstrated leadership and supervisory abilities as an Operator III.
Must have the ability to successfully complete various required training classes and obtain
certificates necessary for functional skills performance, maintenance and improvement.
LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions and procedure manuals. Ability to write routine reports and correspondence.
Ability to speak clearly and politely with members of the public, with members of the assigned
crew and with members of other local agencies. Ability to speak effectively before groups of
customers and County employees.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers,
common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and
interpret bar graphs.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations
where only limited standardization exists. Ability to interpret a variety of instructions furnished
in written, oral, diagram, or schedule form.

COMPUTER SKILLS:
Ability to use mobile devices to communicate effectively with supervisory staff, with members
of other local agencies and with the public. Ability to use word-processing, spreadsheet,
maintenance-management database and internet-browser software on a desktop or laptop
computer.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Washington State Driver's License
Valid Class A Commercial Driver's License
OTHER SKILLS and ABILITIES:
Ability to implement County policies and procedures as it relates to solid waste operations.
Extensive familiarity with tools, instruments, equipment and techniques commonly used in
solid waste management.
Ability to effectively lead assigned crew. Ability to work effectively in a team environment.
Effectively collaborate and cooperate with Operator III Leads (where applicable) and other
staff to lead the activities of the solid waste operations crew.
Ability to effectively communicate with others for purposes of gathering and relating
information. Effective collaborative skills for working with internal and external customers in
respect to organizational requirements.
Ability to understand and implement new techniques, deal with rapid changes in events, remain
calm in stressful situations and relate to various personality styles in a calm, professional
manner.
Ability to maintain a high standard for accuracy, completeness and efficiency both in the
completion of assigned programs and projects and in the collection of crew data.
Understand the need for maintaining confidentiality of sensitive information. Understand when
to forward internal/external issues to supervisor for further action.
Independent and self-motivated to complete required deadlines while simultaneously
completing other tasks.
Understanding of work safety requirements. Conducts crew safety meetings. Recognizes safety
issues and implements changes to correct.
Ability to report to work fit for duty outside of the regular shift and on the weekend to respond
to emergency equipment or facility repair and weather events when they occur.

While performing the duties of this job,the employee is regularly required to reach with hands and
arms and talk or hear. The employee frequently is required to sit and use hands to finger, handle, or
feel objects, tools, or controls. The employee is occasionally required to stand; walk; climb or balance;
stoop,kneel, crouch, or crawl; and taste or smell.
The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25
pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job
include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to
adjust focus.

and/or overhead utilities, and vibration.
The noise level in the work environment is usually loud.
CAREER LADDER/SKILL BAND
This position is in the Operator III Skill Band. The Foreman position is adopted through the
organization chart for the Department by the Board of County Commissioners. The position is
assigned by the Solid Waste Manager with approval from the Public Works Director.
