Yes. Public Comment None Agenda adopted Moved by Tim, seconded by Vern, and carried all in favor: to adopt the agenda with no changes. Minutes approved Moved by Tim, seconded by Roger, and carried all in favor: to accept meeting minutes from October 13, 2021. OPEN FORUM FOR BOARD MEMBERS Chimacum Park shelter is closed due to rotting logs and unsafe conditions, it needs to be restored, replaced, and or removed. Subcommittee of Vern, Tim, Malloree, Marianne, and Kim volunteered to work on this project, starting mid-January. First step is to assess the situation, develop options and information regarding costs of rebuilding vs replacing etc. Matt said the shelter is an attractive nuisance and is concerned about how long the shelter has been left in this condition. Matt said the shelter should be removed unless some other plan can be implemented. He said the he and Marianne had met on site to talk over options and agreed that removal would be seriously discussed on March 1st. The board can advocate for this to be a County project funded through normal capital funding channels but that a fiscal system and an agreement needs to be put in place before fundraising activities were initiated. NEW BUSINESS JUMP! project comments and discussion with project manager Anna Romcevich Matt introduced Anna Romcevich, Project Engineer. Anna presented slides:  Reviewed design elements and funding.  Currently in 100 percent design phase. Plan is to break ground in May or June 2022 and complete by fall 2022.  Will be located west of basketball courts.  Design elements include several ADA accessible play areas, a serenity spot, and benches inlaid with porcelain tiles made by students.  Overall theme Salish Sea.  Donations instrumental to getting project done. Project starts with donation by Bernt Ericson to clear site. Community build by persons putting playground equipment together. Matt will post the PowerPoint available online. Chair & Vice Chair appointment Nominations of Tim Rensema as Chair and Vern Bessey as Vice Chair for next year. Marianne called for a motion to approve. Heidi motioned to approve, Amy seconded this, and it was carried all in favor. New roles take effect January 1, 2022 and next regular meeting is scheduled for February 2, 2022. Incoming Chair annual plan presentation Tim discussed:  First priority is to complete CIP. Meeting on 12/8 to discuss prioritization of 110 projects. Hope to have CIP done by January.  Need to do PROS (Parks, Recreation, and Open Space Comprehensive) plan.  Formalize small project list. Most work will not happen before May or June, projects like pulling English ivy might be done earlier. Will try to schedule work on weekends for those who work. Issues at Riverside park that we could address.  Look at bylaws to make sure they conform. OLD BUSINESS Capital Improvement Plan: preview sub-committee meeting set for 12/8/21 Volunteer Small Maintenance List Matt shared a list of small projects that staff think JCPRAB members could undertake. List includes:  Painting at East Beach and shed at Memorial Field  Pressure wash basketball ball court at HJ Carroll  Plant ferns to restore slope to Chimacum Creek at HJ Carroll park  Weeding anywhere  Irondale Beach park still needs restoration work  Gibbs Lake trail construction and maintenance  Restoration at Gibbs Lake by planting trees where buildings were removed.  Let Matt know of if there’s something you’d like to do. Volunteer Appreciation Planning A Proclamation of Appreciation is scheduled for the December 6, 2021 Board of County Commissioners meeting. The proclamation is a way to express appreciation without having an in-person event. Matt will send JCPRAB members a BoCC agenda and link to the virtual meeting on Friday. He suggested logging on at 9:30 a.m. Five members indicated they would attend the meeting. Volunteers will also be sent certificates of appreciation signed by Marianne, Matt, and Heidi. Matt discussed the handwritten thank you card program. Cards have been designed and ordered by Chelsea. MANAGER’S REPORT Matt shared slides from the Managers Report:  JUMP! Project Matt’s role now as a facilitator with Anna as the Project Manager  Budget Request 2022 & 2023 for projects at HJ Carroll, Memorial Field, Oak Bay, Indian Island, and East Beach  Parks Maintenance & Operation innovate and team work o Create Park Maintenance Zones to decrease driving time and have a single person know what is going on in each zone. Still working as a team. o Additional flatbed truck and zero-turn mower o Campground Supervision better monitoring & intervention  Parks Maintenance volunteers o Major storm clean up at Gibbs Lake o Gibbs lake MTB trail construction o Oak bay camp host o New caretakers at HJ Carroll  Community Recreation Programs: o Jr Hoops basketball is underway 22 dedicated volunteer coaches o Rec center programs important for community to cope o Gibbs lake tree planting – Malloree will follow up with more info in the spring. OTHER DISCUSSION:  Heidi said the BoCC recognizes the value of our parks. She suggested adding another pickleball court at Courthouse park.  Malloree said plants won’t be available to early spring  Taylor said Jim Shaver working hard on clear debris off Gibbs Lake Trails. Jim could use help from any skill level.  Roger said Jim deserves special recognition for work he has put into the Gibbs lake trail. Matt plans to invite to meeting on Monday for Proclamation.  Matt said Marianne wonderful to work with as Chair this year. CORRESPONDENCE None COORDINATION COMMITTEE MEETING Marianne Walters, Chair Tim Rensema, Vice Chair Vern Bessey, Chair Emeritus Created Draft Agenda for Feb. 2, 2022. Meeting to focus on CIP review and Chimacum Shelter. Marianne suggested having a different board member tell about themselves at each meeting. This was added to agenda. Parks tour in October of south county. ADJOURNMENT Marianne adjourned the meeting at 12:23 p.m.
