Subject: BOCC Authorization and Concurrence to proceed with right-of-way
acquisition for the Olympic Discovery Trail, Anderson Lake
Connection project
Statement of Issue: Request for Board Authorization to allow the Department of Public
Works (DPW) to proceed with an administrative settlement to acquire trail easement
for the Olympic Discovery Trail project from Majestic Acres, LLC.
Analysis/Strategic Goals/Pro's &t Con's: This request is in response to the landowner's
counter offer of $50,000 for the easement. The County's previous offer was $25,000
based on the appraised value. This counter offer amount exceeds the DPW's
administrative settlement authority. Therefore, the DPW seeks authorization from the
Board to proceed with an administrative settlement not to exceed $50,000. The DPW
supports this value given that alternative trail locations present additional land
acquisition challenges given the voluntary nature of the acquisitions. The
administrative settlement process is within established right of way acquisition
procedures approved by the Board, and the Washington State Department of
Transportation Resolution 05-11.
Fiscal Impact/Cost Benefit Analysis: This project is in the 2022 6-Year Transportation
Improvement Plan and the 2022 Annual Construction Program. The acquisition will
provide land for approximately 1,980 linear feet of trail. Funding is provided by a
Recreation and Conservation Office grant up to the appraised value of $25,000, with no
match requirement. The remainder will come from the County Road Fund.
Recommendation: Please sign the enclosed "Authorization and Concurrence to Proceed
with Right of Way Acquisition" document (2 originals). Return one signed original to DPW.
Keep one signed original for the Commissioner's records.

AUTHORIZATION AND CONCURRENCE TO PROCEED WITH REAL PROPERTY
ACQUISITION
Olympic Discovery Trail County Project No. 18019892
Based on the authorized acquisition procedures and the authority granted below, we hereby
authorize an Administrative Settlement for the purchase of an easement over parcel number
001333009,with land area of 2.492 acres,not to exceed$50,000 (Fifty Thousand Dollars).

Concurrence and Authorization:
The Board of County Commissioners of Jefferson County does hereby concur and authorize
the Department of Public Works to make the offer based on the Administrative Offer
Summary and proceed with an administrative settlement as necessary, not to exceed the
above referenced amount, to acquire the above referenced property for the Olympic
Discovery Trail. The Board indicates its concurrence and gives authorization to the
Department of Public Works in accordance with Right of Way Acquisition Procedures
Resolution 05-11,approved February 7,2011.
