HomeMy WebLinkAboutM011822 �5ON bo 4w !I w !f y`SNING�� MINUTES Regular Meeting — January 18, 2022, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and Commissioner Greg Brotherton participated in the meeting remotely. Chair Eisenhour called the meeting to order at the appointed time. All three Commissioners reflected on the life of Martin Luther King Jr. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding the Moderate Risk Waste (MRW) facility at the Port of Port Townsend. Interim County Administrator McCauley provided an update on the facility; it will remain at the Port of Port Townsend until 2025, allowing the County more time to plan for a MRW where the current transfer station is. Public Works will continue on a capital plan for expansion of their facility. An MOU or Agreement to follow. • Comment requesting feedback on Canadian Covid Care Alliance videos shared with the Commissioners recently. • Comment regarding an open letter from head of the Department of Microbiology and Immunology at Tel Aviv University Professor Ehud Qimron to the Israeli Prime Minister of Health. • Comment regarding Martin Luther King Jr., and a large number of Black, Indigenous, and People of Color(BIPOC)not receiving the COVID-19 vaccine. • Comment concerning COVID-19 statistics and Public Health Officials. The Commissioners addressed comments and concerns raised during the Public Comment Period and those received via email. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Clerk of the Board Carolyn Gallaway stated that Chief Civil Deputy Prosecuting Attorney Philip Hunsucker noted a correction to the Jefferson Transit Authority Agreement(Consent Agenda Item No. 1). Where the document refers to "JTA"he suggested replacing it with"Jefferson Transit Authority"to maintain consistency throughout the document. Commissioner Dean moved to correct the scrivener error regarding Jefferson Transit Authority, and approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. AGREEMENT re: Restoration at the Chimacum Confluence; In the Amount of$25,600; Jefferson County Environmental Public Health;North Olympic Salmon Coalition(NOSC) 3. AGREEMENT re: Nurse Family Partnership; In the Amount of$191,868; Jefferson County Public Health; Kitsap Public Health District 4. AGREEMENT re: Jail Inmate Food Services; In the Amount of$151,923; Jefferson County Sheriff's Office/Jail; Summit Food Services, LLC 5. MINUTES re: Regular Meeting of January 10, 2022 and Special Meeting Minutes of January 10, 2022 (WSAC Virtual Assembly) 6. Payment of Jefferson County A/P Warrants Done by Payroll Dated January 10, 2022 Totaling $146,204.47 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. Commissioner Dean announced to those in attendance that Congressman Derek Kilmer will be attending the next Board of County Commissioners meeting to provide an update immediately following next week's Weekly COVID-19 update. The meeting was recessed at 10:36 a.m. and reconvened at 10:40 a.m. with all three Commissioners present. DISCUSSION re: County Administrator Recruitment: Interim County Administrator Mark McCauley stated that the current contract with Prothman for recruitment services is currently $99,999. He explained that the contract has internal limits specific to each job search and he intends to submit a contract amendment to the Board for approval at the next meeting. The Board gave direction to Prothman Senior Consultant Steve Worthington to cast a wide and diverse search for the County Administrator position. COMMISSIONERS' BRIEFING SESSION-Continued: Interim County Administrator Mark McCauley stated InterGOV implementation has a June 30, 2022 start date and a workshop will be planned for later in the year. The Commissioners and Interim County Administrator continued reviewing miscellaneous topics and calendar coordination. The meeting was recessed at 11:29 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. WORKSHOP re: Sheriffs Navigator Program: Sheriff Joe Nole and Navigator Stephen Echols were present to review the Sheriff's Navigator Program with the Board. The grant for the Navigator position is funded through 2022. Commissioner Dean shared legislative proposals regarding bodycams and public records request of bodycam footage. Commissioner Brotherton shared Jefferson Healthcare's Behavioral Health encounters statistics with the Board. 2 Commissioners Meeting Minutes of January 18, 2022 COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board: • Review items to discuss • Weekly COVID-19 discussion: Staff COVID-19 policies, failed Federal OSHA mandate, and Washington State to review employee mandate • Legislative Update: Commissioner Dean reported on various bills • 2022 ICLEI Annual Membership/ADDITIONAL BUSINESS: Commissioner Brotherton moved that the County pay the annual ICLEI membership and bill the City of Port Townsend, if they are willing, for half of that cost. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. • Homeless Housing Information • New 4H Coordinator • Calendar Coordination and miscellaneous items • HB1627 re: Septic alternatives NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meeting at 3:22 p.m. until the next regular meeting or special meeting as properly noticed.
