Conservation Futures Funds to the Big Quilcene }
River—Moon Valley Reach project as Authorized } RESOLUTION NO. 0 5 2 2
by and in Accordance with Jefferson County Code }
Section 3.08.030(7) to Provide a System of Public }
Open Spaces }
WHEREAS, the second of two acquisitions included in the Big Quilcene River—Moon
Valley Reach project is complex and required extra time to complete (APN#s 702233005, 702233006
and 702233004); and
WHEREAS, the project sponsor, Public Health, received a request from project partner,
Hood Canal Salmon Enhancement Group on July 10, 2019 for additional time to complete the project;
and
WHEREAS, the application for conservation futures funding acknowledged the
possibility of partial as well as fee simple acquisition; and
WHEREAS, a purchase and sale agreement between Hood Canal Salmon Enhancement
Group and that landowner to acquire 30.53 acres of the southerly portion of the 84.31-acre property in
the area associated with the Big Quilcene River was signed on July 9, 2021; and
WHEREAS, a boundary line adjustment pursuant to RCO 58.17.040(6) was approved by
Jefferson County Development Review Division on July 22, 2021; and
WHEREAS, a sum of$2,500 remains available in the project budget for use in acquiring
this property interest; and
WHEREAS, the expenditure of monies from the Conservation Futures Fund towards this
acquisition will make the property eligible in the future to apply for operations and maintenance
funding from the Fund; and
WHEREAS, funds dedicated to this project may be nullified if a submittal for
reimbursement, accompanied by documentation of matching funds sufficient to complete the
acquisition, is not received from the sponsor within three years of the signing of this resolution, July
11, 2016.

NOW, THEREFORE BE IT RESOLVED that:
1. The timeline for submittal for reimbursement, accompanied by documentation of
matching funds sufficient to complete the acquisition, is extended to March 30, 2022.
2. The identified fee simple acquisition of APN#702233006 and partial acquisitions of
APN #s 702233005 and 702233004 is consistent with the original dedication of
funding.

Provide a System of Public Open Spaces }
WHEREAS, conservation futures tax levy collections,authorized under RCW 84.34.230
are an important means of retaining community character and accomplishing the open space policies
and objectives of the Jefferson County Comprehensive Plan that encourage the coordinated acquisition
of key open space lands for long-term protection;and
WHEREAS, Jefferson County is authorized by RCW 84.34.210 and 84.34.220 to
acquire open space land, agricultural and timber lands as defined in RCW 84.34.220;and
WHEREAS, the Conservation Futures Citizen Oversight Committee has reviewed
project applications for 2016 and made its funding recommendations to the Board of County
Commissioners in accordance with Jefferson County Code Chapter 3.08; and
WHEREAS, under the provisions of the Jefferson County Conservation Futures
Program,Jefferson County Environmental Health, as project sponsor,requests funding towards the fee
simple acquisition of four parcels of rural residential,pasture and forested lands in Secs. 22&23 T.
27N, R. 2W with Assessor's Parcel Numbers 991700001 702233005, 702233006 and 702233004, and
WHEREAS, the County retains enough developable land to accommodate the Big
Quilcene River-Moon Valley Reach project as well as the housing and employment growth that it is
expected to receive, thus satisfying the requirements of Chapter 449, Laws of 2005;and
WHEREAS, Jefferson County considers it in the best public interest to contribute
financially to this open space project.
NOW, THEREFORE BE IT RESOLVED that:
1. Jefferson County hereby dedicates up to $5,000 in conservation futures funds in the
2016 funding cycle for acquisition expenses contingent on a matching contribution of
fifty percent(50%)of the total project cost.

2. This dedication of funding may be nullified if a submittal for reimbursement,
accompanied by documentation of matching funds sufficient to complete the

STATEMENT OF ISSUE:
Jefferson County Public Health requests approval of an Amendment to Resolution #28-16 Dedicating
Conservation Futures Funds to the Big Quilcene River— Moon Valley Reach project.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
Resolution #28-16, signed by the Board of County Commissioners on July 11, 2016, dedicated $5,000 from the
Conservation Futures Fund to the Big Quilcene River— Moon Valley Reach project towards the acquisition of
two properties fee simple by project partner, the Hood Canal Salmon Enhancement Group (HCSEG). The
resolution states that the dedication of funding may be nullified if a submittal for reimbursement, accompanied
by documentation of matching funds sufficient to complete the acquisition, is not received within three years of
the signing of the resolution.
This amendment will provide additional time to complete the second transaction and confirms that the
anticipated acquisition, fee simple acquisition of APN #702233006 and partial acquisitions of APN #s
702233005 and 702233004, is consistent with the original dedication of funding.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no cost associated with amending Resolution #28-16. Awards to conservation futures projects are
funded by the Conservation Futures Fund.
