Performs other clerical duties and general office assistance as required and is responsible for assessment,identification and management of foreclosure avoidance(distraint)on delinquent properties as prescribed in State statutes,by performing the following duties. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Responds to citizens requests regarding personal and real property tax,excise tax, sales tax,RID,LID, PUD assessments, exemptions, foreclosure and property seizure(distraint), and how to avoid foreclosure and seizure. Processes documents requiring extensive knowledge of procedures. Uses standard operating procedures or variations on standard procedures. Maintains various departmental, fiscal and other records and accounts. Posting may require preliminary calculations,allocations,or classifications according to established procedures. Posts and balances subsidiary ledgers such as accounts payable or accounts receivable and transfers data to general ledger.Verifies the accuracy of figures, calculations and posting. Performs reconciliation,balances books and compiles reports on a recurring basis to show statistics, such as cash receipts and expenditures, accounts payable and receivable,and other items pertaining to the operation of the County. Traces transactions through previous accounting actions to determine sources of discrepancy when encountered. Reviews and prepares records of financial transactions for entry into electronic data processing system. Performs preliminary coding, calculations, allocations, segregation or classifications as required. Enters and updates information into computer system according to standardized formats. Searches out information in departmental records and files and compiles data from varied sources where familiarity with subject matter may be required. Initiates,prepares and types letters,reports,notifications, or memos in a professional manner consistent with office policy, and maintains records. Performs as receptionist as required. Greets visitors or applicants in person or over the telephone, ascertains nature of business and may provide standard information from published records or specific Jefferson County Job Description: Foreclosure/Distraint Deputy Page 2 of 5 directories. May include answering all incoming phone lines of department and routing calls to appropriate extensions. Collects and correctly posts various sources of revenue from citizens, agents and departments in accordance with County policies. Assists customers, at the counter,through the mail, and over the phone.Must be able to quickly ascertain problems and arrive at a decision as to how they should be resolved. Handles customers in a professional manner. Updates information in the property tax software program and the Assessor's programs according to standard formats. Maintains the Senior Citizen/Disabled Persons program where procedures are standardized,but where some questioning,judgment, and/or testing may be necessary to determine qualifications of applicant. Interviews persons to compile information for legal or administrative records. Information may be somewhat technical,or confidential in nature. Such interviewing necessitates delivery of clear explanations,tactfulness and skill in questioning to determine proper lines of inquiry. Annually follows departmental procedures to identify,collect and foreclose or distrain on applicable properties following practices and regulations outlined in RCW and policy manuals. Requires understanding of legal requirements,close working relationship with County Prosecutor for adherence to laws and absolute timeliness of follow-through on all processes of foreclosure actions. Conducts legal research prior to foreclosure action with detailed assistance to Title Companies, courts and attorneys. Prepares all actions regarding Local Improvement Districts(LID,RID,LUD)Water and Drainage Districts. Monitors all bankruptcy filings and approvals within the County for appropriate action. Performs other duties as directed. SUPERVISORY RESPONSIBILITIES: This job has no supervisory responsibilities. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Associate's degree(A.A.)or equivalent from two-year college or technical school; and three(3) years experience in progressively responsible clerical positions; and two(2)years experience as an Administrative Clerk II in area of specialty or elsewhere in work of clerical nature; or equivalent combination of education and experience. LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules,operating and maintenance instructions,and procedure manuals. Ability to write routine reports and correspondence.Ability to speak effectively before groups of customers or employees of organization. MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest,commissions,proportions and percentages, area,circumference and volume, and to apply concepts such as fractions, percentages,ratios and proportions to practical situations. REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written,oral, diagram or schedule form. COMPUTER SKILLS: To perform this job successfully, an individual should have knowledge of Access Database software; Explorer Internet software; Excel Spreadsheet software and MS Word Processing software. OTHER KNOWLEDGE,SKILLS AND ABILITIES: Must possess pleasant and professional attitude to maintain effective and harmonious relations with other employees and the public. Knowledge of real estate, surveying, and cadastral mapping desired.Ability to make quick, accurate decisions. Knowledge of accounting and property tax software programs.Ability to use a computer and software, calculator and other office equipment standard to area of assignment and to adapt to new technology, software and/or modified equipment which may be acquired. Ability to check on property descriptions,addresses,taxes,valuations and to print information if necessary. Knowledge of the RCW's and ability to locate the laws pertaining to the Assessor's and Treasurer's Offices. Knowledge of records retention. Knowledge of all clerical functions within the Assessor's and Treasurer's Offices. Ability to maintain a high standard for accuracy,completeness and efficiency in the preparation of reports. Ability to remain calm in stressful situations and to relate to various personality styles in a calm, professional manner. Ability to work independently with minimal supervision. Ability to develop and improve clerical procedures in the interest of efficiency and standardization.
