HomeMy WebLinkAboutM020722 $ON eeG 4.1 sty 111NG'City MINUTES Regular Meeting — February 7, 2022, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and Commissioner Greg Brotherton participated in the meeting remotely. Chair Eisenhour called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding the Canadian trucker convoy against vaccine mandates. • Comment regarding a convoy from Port Angeles to Port Townsend in support of the Canadian trucker protest. • Comment thanking the Commissioners for their service, and comment regarding the rights of employers to mandate the COVID-19 vaccine. • Comment regarding Consent Agenda Item No. 1 re: Public Records Policy change. • Comment regarding N95 masks distributed by Emergency Management. • Comment appreciating the Commissioners and a desire to see those in attendance. (Zoom meeting technical difficulties prevented this) • Comment thanking the Commissioners for their service and taking the advice of experts into consideration. The Commissioners addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. 1. AGREEMENT re: American Rescue Plan Act(ARPA) Grant Match to Facilitate Broadband Access to Residents of Jefferson County; In the Amount of$750,000: Jefferson County Administrator; Jefferson County Public Utility District(PUD)No. 1 3. MINUTES re: Regular Meeting Minutes of January 18 and 24, 2022 and Joint Special Meeting of January 21, 2022 (Jefferson County Chamber of Commerce) 17. Payment of Jefferson County Payroll Warrants Dated January 24, 2022 Totaling $318,559.18 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. Dr. Berry stated that she anticipates rescinding the proof of vaccination requirement for indoor dining in Clallam and Jefferson Counties by March 11, 2022. 2 Commissioners Meeting Minutes of February 7, 2022 BRIEFING re: Fireworks Ordinance and Hearing Notice: Chief Civil Deputy Prosecuting Attorney(DPA) Philip Hunsucker and East Jefferson Fire and Rescue Chief Bret Black were present to discuss a proposed ordinance that would repeal and replace Chapter 8.75 of the Jefferson County Code regarding Fireworks and Sky Lanterns. Chief DPA Hunsucker shared a PowerPoint presentation, followed by discussion. The Commissioners worked with staff to make several edits to the draft ordinance. After discussion, Commissioner Dean moved to approve the Hearing Notice. Commissioner Brotherton seconded the motion. Chair Eisenhour suggested adding the verbiage "Hearing Notice for a hearing on the draft ordinance, with the additions that Chief DPA Hunsucker will make,repealing and replacing Chapter 8.75 regarding Fireworks and Sky Lanterns portion of the Jefferson County Code; Hearing scheduled for Monday, February 28, 2022 at 11:45 a.m. in the Commissioners' Chambers or your favorite Zoom screen." Commissioner Dean amended her motion to include the verbiage as stated by Chair Eisenhour. Commissioner Brotherton seconded the motion which carried by a unanimous vote. Chief DPA Hunsucker stated he will revise the draft ordinance and post the updated version on the County's website. COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and Interim County Administrator continued discussing recent meetings they attended, miscellaneous items and reviewed upcoming meetings. The meeting was recessed at 11:59 a.m. and reconvened at 1:30 p.m. with Chair Eisenhour and Commissioner Brotherton present. Commissioner Dean rejoined the meeting at 1:33 p.m. DISCUSSION re: Amendment to Resolution No. 28-16 Dedicating Conservation Futures Funds to the Big Quilcene River—Moon Valley Reach Project: Natural Resources Program Manager Tami Pokorny briefed the Board on the Moon Valley Reach Project and a request to grant time extension and clarify tasks. After discussion, Commissioner Brotherton moved to approve RESOLUTION NO. 05-22 re: An amendment to Resolution No. 28-16 Dedicating Conservations Futures Funds to the Big Quilcene River Moon Valley Reach Project as presented today. Commissioner Dean seconded the motion which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and Interim County Administrator continued reviewing upcoming meetings and miscellaneous items.
