1.0 MAJOR FUNCTION AND PURPOSE
1.1 Persons in this position are responsible for organizing, planning, managing, and directing
all the Public Works functions of the County including Parks and Recreation, Parks
Improvement, Construction and Renovation, Capital Improvements, Flood Control,
Flood/Storm Water Management, Road Construction and Maintenance, and Solid Waste.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given significant discretion, within the scope of policy and
regulations, in the routine performance of their duties; supervision and guidance are
received from the County Administrator.
3.0
SUPERVISION EXERCISED
3.1 Persons in this position establishes, facilitates, and manages, through subordinate
managers and employees, the overall direction, coordination, and evaluation of the Parks
and Recreation and Parks Improvement, Construction and Renovation, Flood Control,
Flood/Storm Water Management, and Solid Waste functions of the Department. Carries
out supervisory responsibilities in accordance with the organization's policies and
applicable laws. Responsibilities include interviewing, hiring, and training employees;
planning, assigning, and directing work; appraising performance; rewarding and
disciplining employees; addressing complaints and resolving problems.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
4.1 Reports to the Board of County Commissioners and the County Administrator on
department programs and activities and provides assistance to the Board in formulating
policies and making decisions on Parks and Recreation and Parks Improvement,
Construction and Renovation, Capital Improvement, Flood Control, Flood/Storm Water
Management, Roads, and Solid Waste programs within the County.
4.2 Maintains liaison with various groups in order to provide collaborative effort with
community including, but not limited to:
a) Recommending changes to the user system, programs and services that reflect

collaborative efforts.
b) Passes policy issues identified by the groups on to staff, and the County
Administrator for their consideration.
c) Acts as organizational liaison for advisory groups in insuring that issues receive
appropriate attention.
4.3 Financial management and resource allocation: Manage and direct management team, and
financial support staff in budget development, monitoring, tracking, reporting and
expenditure approval of Department budgets, to assure appropriate use of public funds,
that contractual obligations are met and the Department and County goals are achieved
within available resources.
4.4 Grant contract development, administration and management: Develops, oversees and
manages grant applications, contract negotiations, and reporting for grants and contracts.
4.5 Leadership, planning and policy development: Develops local, regional, and statewide
plans and policies, supports County Boards, provides leadership and consultation,
strategic planning, analysis and communication.

Establish annual work programs and identifies team approach to problem solving and
process improvements.
4.7 Make technical decisions for the County in transportation, flood control, solid waste,
development review, and parks and recreation.
4.8 Provide technical expertise and coordination services for Jefferson County in case of an
emergency or disaster.
4.9 Perform other tasks as directed.
5.0 REQUIRED KNOWLEDGE AND ABILITIES
5.1 Ability to read, analyze, and interpret common scientific and technical journals, financial
reports, and legal documents. Ability to respond to common inquiries or complaints from
customers, regulatory agencies, or members of the business community. Ability to write
speeches and articles for publication concerning change in clear, effective, persuasive,
and professional manner. Ability to effectively prepare and/or direct preparation of, and
present comprehensive reports, presentations, budgets and correspondence to top
management, public groups, and/or boards.
5.2 Ability to work with mathematical concepts such as probability and statistical inference.

Ability to apply concepts such as fractions, percentages, ratios, and proportions to
practical situations.
5.3 Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.
5.4 Ability to use a typewriter, personal computer and software, computer terminal,
calculator, and other office equipment standard to areas of assignment and to adapt to
new and/or modified equipment which may be acquired.
5.5 Demonstrated successful supervisory and managerial experience is necessary for the
implementation of sound organizational practices.
5.6 Maintain a high standard for accuracy, completeness, and efficiency in the preparation of
reports and budgets. Independent and self motivated to complete required deadlines
while simultaneously completing other tasks.
5.7 Must have technical engineering knowledge.

While preforming the duties of this job, the employee is frequently required to talk or
hear; stand; walk; use hands to finger, handle, or feel objects, tools, or controls. The
employee regularly is required to sit; climb or balance; and stoop, kneel, crouch, or crawl.
The employee is occasionally required to reach with hands and arms.
5.9 Good health, and good physical condition, appropriate to the position. The employee
must occasionally lift and/or move up to 50 pounds. Specific vision requirements
include: close vision, distance vision, color vision, depth perception, night vision, and the
ability to read small print and to adjust focus.
6.0 MINIMUM QUALIFICATIONS
6.1 Master's Degree (MA) in Engineering, public administration or related field, or a
Bachelor's degree in an engineering related field with training in public administration
and a minimum of five (5) years progressively responsible administrative experience,
with at least one (1) year as manager including direct responsibility for performance of a
team and/or multiple functional areas involving subordinate employees or equivalent
combination of education and experience.
6.2 Ability to successfully complete various required training classes and obtain certificates
necessary for functional skills performance, maintenance and improvement.

6.3 Valid Washington State Driver's License.
7.0 DESIRABLE QUALIFICATIONS AND ABILITIES
7.1 Familiarity with tools, instruments, equipment and techniques commonly used in the
performance of related tasks.
7.2 Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm
in stressful situations, relate to various personality styles in a calm, professional manner.
7.3 Understands the need for maintaining confidentiality of sensitive information.
7.4 Assure efficient and effective utilization of volunteers and department personnel, funds,
materials, facilities, and time.
7.5 Strong leadership, management, organizational, planning and negotiating skills.
8.0 WORK ENVIRONMENT

8.1
While performing the duties of this job, the employee occasionally works in outside
weather conditions and is exposed to wet and/or humid conditions. The employee
occasionally works near moving mechanical parts and in high, precarious places and is
occasionally exposed to toxic or caustic chemicals.
8.2 Work is normally performed indoors, in an environment with moderate noise.
