Juneteenth is now celebrated annually on June 19th throughout the United States, with increasing official recognition. Juneteenth, or June 19th, is recognized as a Federal Holiday, as a State Holiday and as a recognized holiday in many other County and City governments. Juneteenth is commemorated on the anniversary date of June 19, 1865, two and a half years after the signing of the Emancipation Proclamation, when Union soldiers arrived in Galveston, Texas and proclaimed the last remaining slaves to be freed in the United States. While emancipation is celebrated on this day, the institution of slavery was still legal and existed in the Union border states until the ratification of the 13th amendment to the Constitution of the United States in 1865, which abolished legal slavery in the U.S. ANALYSIS: The Washington State Legislature, in April 2021, passed a bill making Juneteenth an official, paid state holiday that took effect in 2022. Numerous other County and City governments now recognize Juneteenth as a paid, local holiday. RECOMMENDATION: Add Juneteenth as a recognized, paid holiday to the list of other recognized, paid County Holidays. REVIEWED BY: 02/70 Mark McCaule , nterim County Administr Date
