MINUTES
Regular Meeting — February 14, 2022, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and
Commissioner Greg Brotherton participated in the meeting remotely. Chair Eisenhour called the
meeting to order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments made
virtually by individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding Governor Inslee and the statewide mask mandate.
• Comment regarding Commissioner Dean's Facebook post polling friends about the mask mandate.
• Comment regarding various issues in the community that come and go.
• Comment requesting an increase in COVID-19 measures, not a decrease in measures.
• Comment opposing tyrannical governments; everyone should have the freedom of choice when it
comes to wearing masks or choosing which vaccines they want.
• Comment stating how great it was to provide input to younger generations.
The Commissioners addressed comments and concerns raised during the Public Comment Period as well
as addressed written comments received.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: Public Hearing to Review and Receive Public Comment on Options
for Updated Precinct Boundaries Based on Recently Updated Commissioner Districts; Hearing
Scheduled for Monday, March 7, 2022 at 10:45 a.m. in the Commissioners' Chambers at the
Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA(VIRTUAL)
2. CALL FOR BIDS AND APPROVAL OF PROJECT PLANS re: Jefferson Universal
Movement Playground(JUMP!)at HJ Carroll Park, Project No. 17520650; Bids Accepted Until
9:30 a.m. then Opened and Read Publicly at 10:30 a.m. or shortly thereafter, on Monday, March
14, 2022 in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson
Street, Port Townsend, WA. (Virtually)
3. AGREEMENT,Amendment No. 1 re: YMCA Family Resources Navigator; To Increase the
Hourly Rate from$25 to $40; not to exceed$5,500 and Updated the Scope of Work; Jefferson

12. Payment of Jefferson County Payroll Warrants Dated February 4, 2022 Totaling
$1,630,731.71 and A/P Warrants Done by Payroll Dated February 4, 2022 Totaling
$1,385,853.86 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll
Services Manager are retained in the Jefferson County Auditor's Office)
COMMISSIONERS' BRIEFING SESSION: Commissioner Dean stated she will be
meeting with Congressman Derek Kilmer and the Undersecretary for Rural Development in-person later
in the day and will be joining the afternoon session via telephone. She discussed recent meetings she

attended.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County.
The meeting was recessed at 10:32 a.m. and reconvened at 10:41 a.m. with all three
Commissioners present.
COMMISSIONERS' BRIEFING SESSION-Continued: The Commissioners and
Interim County Administrator continued discussing recent meetings they attended, miscellaneous items
and reviewed upcoming meetings.
The meeting was recessed at 11:38 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present. Commissioner Dean joined via telephone and experienced connectivity issues.
WORKSHOP re: Public Records Policy Change and Public Records Fees re: Sheriff
Department Body-Worn Video: Chief Civil Deputy Prosecuting Attorney Philip Hunsucker and Public
Records Administrator Ken Hugoniot were present to brief the Board on the proposed Public Records
Policy change. The Commissioners discussed the issue and listened to two comments from the public.

WORKSHOP re: Jefferson County Noxious Weed Control Planned Work and
Projects for 2022 with Short Review of 2021 Projects: Jefferson County Noxious Weeds Control
Coordinator Joost Besijn provided a PowerPoint presentation where he reviewed past and future projects
with the Board.
NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meetingat 3:04 p.m.
until the next regular meeting or special meeting as properly noticed.
