A Resolution Establishing and Appointing }
Members to a Jefferson County }
Solid Waste Facilities Task Force } RESOLUTION NO. 09 22
WHEREAS,the Jefferson County Board of Commissioners advocates public participation and
encourages citizen involvement in all matters of County government; and
WHEREAS,solid waste collection and management is an essential public service; and,
WHEREAS,the facilities used in the management of the County's solid waste are reaching their useful
lifespan; and,
WHEREAS,the planning for the replacement of solid waste management facilities is best done with
input from the citizens that are served by them;
1. THEREFORE,BE IT RESOLVED,that The Jefferson County Board of Commissioners hereby
establishes the Solid Waste Facilities Task Force to assist the County with the planning for the
replacement of solid waste facilities. The Task Force is authorized to discuss and collectively
recommend refinements to the planning process in the following manner:
(i) Assist in the development of goals and performance criteria for solid waste facilities;
(ii) Assist in the development of the design of solid waste facilities;
(iii) Assist in identifying the site for future replacement solid waste handling facilities;
(iv) Assist in identifying the financial mechanism to fund the construction of replacement solid
waste handling facilities; and,
(v) Assist in developing recommendations for the design, siting and financing of solid waste
handling facilities for consideration by the Jefferson County Board of County Commissioners
2. BE IT FURTHER RESOLVED,that the Solid Waste Facilities Task Force is directed to assist
County staff with the development of recommendations for facilities replacement beginning
December,2022 and with an end date of approximately twelve to fourteen months thereafter; and,
3. BE IT FURTHER RESOLVED,that the Jefferson County Board of Commissioners hereby
appoints the following representatives with broad and diverse skills that relate to this planning effort,
to serve as the initial members of the Solid Waste Facilities Task Force:

Jenifer Taylor - District 2 Citizen
Tim Deverin - District 3 Citizen
Greg Brotherton - Board of County Commissioners
Owen Rowe - Port Townsend City Council
Steve King - Port Townsend Public Works
Carol Cummins - Local 2020 - Beyond Waste Action Group
Tracy Grisman - Arts Community
Miranda Nash - Jefferson Transit
Cindy Jayne - Climate Action Committee
Pinky Feria-Mingo - Jefferson County Public Health
David Wayne Johnson - Department of Community Development
Brain Tracer - East Jefferson Fire and Rescue

4. FINALLY,BE IT RESOLVED,that the Jefferson County Board of Commissioners may make future
changes to the membership of the Solid Waste Facilities Task Force by a motion approved by the
Board of Commissioners to add or remove a member.

Subject: Solid Waste Facilities Task Force
Statement of Issue:
The Jefferson County Solid Waste Transfer Station and Quilcene Rural Drop Box site
were constructed in 1993 following the closure of the County landfill just outside of
Port Townsend. These facilities are reaching their engineered lifespan and capital
expenditures will continue to increase as their lifespan is extended.
Public Works has begun a planning process to identify the conceptual design, location
and funding mechanism to modify or replace the current facilities. This preliminary
process is expected to take a minimum 24 months with the modification or
replacement of the facilities expected to take 60 to 84 months to complete.
Analysis/Strategic Goals/Pro's Et Con's:
At a workshop on January 24, 2022, Public Works staff presented the Board of County
Commissioners with a draft Solid waste facility planning process which included the
formation of a task force to assist staff in the process. By direction of the BoCC, staff
has solicited interest from potential task force members and has listed these
volunteers and the interests or areas of expertise they represent in the attached
Resolution.
Fiscal Impact/Cost Benefit Analysis:
Expenditures for Task Force formation are small and limited to staff time currently
budgeted for in the adopted 2022-2023 Solid Waste budget.
Recommendation:
Adopt the attached resolution.
