HomeMy WebLinkAboutM022222 .0,0N c IN(1' MINUTES Regular Meeting — February 22, 2022, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and Commissioner Greg Brotherton participated in the meeting remotely. Chair Eisenhour called the meeting to order at the appointed time. Commissioner Dean noted that she will be briefly stepping out of the meeting at some point today to testify on an electrical apprenticeship bill. She also stated she participated in a pilot project that is providing direct service to Kingston and encouraged others to try it out too. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Dean moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 07-22 re: In the Matter of Finding and Determination to Declare Certain Personal Property as Surplus and Authorize Trade-In 2. RESOLUTION NO. 08-22 re: In the Matter of Establishing June 19th of each year, Juneteenth, as a Recognized Holiday in Jefferson County, and a Paid Holiday for County Employees 3. AGREEMENT re: State Materials Lab Engineering Testing Services; Reimbursable Amounts Depending on Funding Arrangements for Each Project; Jefferson County Public Works; Washington State Department of Transportation(WSDOT) 4. AGREEMENT re: Gibbs Lake County Park Caretakers; In the Amount of$18,887 to include Living Compensation and 25 Hours a Week Skilled Labor; Jefferson County Public Works, Parks and Recreation; Cher Albright 5. AGREEMENT re: Flood Control Assistance Account Program Grant Funding; In the Amount of$200,546.67; Jefferson County Department of Community Development; Washington State Department of Ecology 6. MOTION FOR APPROVAL re: Configuration Training for Tyler Technologies EnerGov; Jefferson County Public Health and Department of Community Development 7. MINUTES re: Regular Meeting of February 14, 2022 and Special Meeting Minutes for February 14, 2022 (WSAC Virtual Assembly) 8. Payment of Jefferson County Payroll Warrants Dated February 18, 2022 Totaling $71,269.91 A/P Warrants Done by Payroll Dated February 14, 2022 Totaling $145,502.91 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) 9. Payment of Jefferson County Vouchers/Warrants Dated February 14, 2022 Totaling $2,276,675.82 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 1 Commissioners Meeting Minutes of February 22, 2022 COMMISSIONERS' BRIEFING SESSION: Commissioner Dean discussed recent meetings she attended and miscellaneous topics. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment thanking staff for participating in the Board of Health(BOH) meeting last week and looking forward to those meetings can be done safely in-person. The Commissioners addressed the comment received. COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and Interim County Administrator continued discussing recent meetings they attended and miscellaneous topics. Commissioner Brotherton shared a video he helped create on recycling. WEEKLY UPDATE re: COVID-19: Deputy Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. CERTIFICATION OF ANNUAL INVENTORY OF THE CAPITALIZED ASSETS AS OF DECEMBER 31,2021: The Board of County Commissioners certify the inventory of capitalized assets on an annual basis. Clerk of the Board Carolyn Gallaway administered the Verification of Oath for each of the Commissioners. COMMISSIONERS' BRIEFING SESSION- Continued: Commissioner Dean debriefed the Board on an electrical apprenticeship bill she testified on during the meeting. The Commissioners and Interim County Administrator reviewed upcoming meetings and miscellaneous topics which included a recap of the recent Intergovernmental Collaborative Group (ICG) meeting and a discussion regarding hybrid meetings. The meeting was recessed at 11:21 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. WORKSHOP re: Forestry Management: Interim County Administrator Mark McCauley explained that Jefferson County conducted a feasibility study which resulted in a contract with Chickadee Forestry for a sustainable forestry program. Chickadee Forestry owner Malloree Weinheimer provided a PowerPoint presentation regarding completed work, forest management priorities, 5-year proposal of activities and next steps. Chair Eisenhour opened the floor to allow for public comments. Two comments were received by the public and discussed. The meeting was recessed at 2:26 p.m. and reconvened at 2:30 p.m. with all three Commissioners present. DISCUSSION re: Legislative Priorities: Commissioner Dean led a conversation with Department Directors and Elected Officials in attendance regarding bills circulating in the 2022 Legislative Session that could impact Jefferson County. 2 Commissioners Meeting Minutes of February 22, 2022 EXECUTIVE SESSION: An Executive Session was scheduled from 3:00 p.m. to 3:30 p.m. Chair Eisenhour announced that the Executive Session will be held from 3:20 p.m. to 3:50 p.m. regarding Attorney-Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. Staff present: Interim County Administrator/Central Services Director, Chief Civil Deputy Prosecuting Attorney and Department of Community Development Director. The Board concluded the Executive Session and resumed the regular meeting at 3:51 p.m. The meeting was recessed at 3:52 p.m. and reconvened at 3:58 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board: • Washington Association of Counties (WSAC) Special Meeting recap • Legislative update • Miscellaneous items • Public Health; kudos for their timely announcements • Calendar Coordination and Briefing continued NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meeting at 4:39 p.m. until the next regular meeting or special meeting as properly noticed.
